3 AN ORDINANCE TO AMEND LITTLE ROCK, ARK., ORDINANCE NO.
4 21,817 (DECEMBER 3, 2019), TO ADJUST THE FISCAL YEAR 2020
5 BUDGET ORDINANCE TO REFLECT REVENUE AND EXPENDITURE
6 ADJUSTMENTS FOR THE GENERAL FUND, STREET FUND, FLEET
7 FUND, VEHICLE STORAGE FUND, WASTE DISPOSAL FUND AND
8 PARKING GARAGES FUND; TO DECLARE AN EMERGENCY; AND
9 FOR OTHER PURPOSES.

11 WHEREAS, the City approved a Comprehensive Budget for the City of Little Rock, Arkansas, in
12 Little Rock, Ark., Ordinance No. 21,817 (December 3, 2019); and,
13 WHEREAS, it is appropriate to adjust the ordinances to reflect operational changes in the General
14 Fund, Street Fund, Fleet Fund, Vehicle Storage Fund, Waste Disposal Fund and Parking Garages Fund, and
15 where necessary to authorize the increase or decrease in the Fiscal Year 2020 line items for these and other
16 matters; and,
17 WHEREAS, such adjustments were made in Little Rock, Ark., Ordinance No. 21,848 (April 1, 2020)
18 to reflect operational changes in the General Fund; and,
19 WHEREAS, the Mayor, City Manager and the Director of Finance & Treasurer, in compliance with
20 City Budget and Financial Reporting Policies, have reviewed these adjustments and recommend them to
21 the Board of Directors for approval.
22 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY
23 OF LITTLE ROCK, ARKANSAS:
24 Section 1. General Fund Section 5 of Little Rock, Ark., Ordinance No. 21,817 (December 3, 2019),
25 as amended by Little Rock, Ark., Ordinance No. 21,848 (April 1, 2020), is hereby amended to reflect a
26 decrease in the General Fund Operating Resources amount of Eight Million, Eighty -Six Thousand Dollars
27 ($8,086,000.00) to Two Hundred Four Million, Thirty -Nine Thousand, Two Hundred Fifty -Three Dollars
28 ($204,039,253.00), and to decrease the operating budgets for General Fund Departments by Three Million,
29 One Hundred Fifty -Seven Thousand, Four Hundred Fifty -Five Dollars ($3,157,455.00) to Two Hundred
30 Four Million, Thirty -Nine Thousand, Two Hundred Fifty -Three Dollars ($204,039,253.00).
31 Section 2. Street Fund Section 5 of Little Rock, Ark., Ordinance No. 21,817 (December 3, 2019), as
32 amended by Little Rock, Ark., Ordinance No. 21,848 (April 1, 2020), is hereby amended to reflect a
33 decrease in Street Fund Operating Resources of One Hundred Two Thousand, Seven Hundred Dollars

($21,442,603.00), and to reflect an increase for Street Fund Departments of Eleven Thousand, Two
Hundred Fifty -Five Dollars ($11,255.00) to Twenty -One Million, Three Hundred Fifty -One Thousand, One
Hundred Fifty -Eight Dollars ($21,351,158.00).
Section 3. Fleet Fund Section 5 of Little Rock, Ark., Ordinance No. 21,817 (December 3, 2019), as
amended by Little Rock, Ark., Ordinance No. 21,848 (April 1, 2020), is hereby amended so the Fleet Fund
Operating Resources amount will decrease by Four Hundred Ninety -Six Thousand, Three Hundred Sixty
Dollars ($496,360.00) to Thirteen Million, Eight Hundred Thirty -Six Thousand, Six Hundred Eighty -One
Dollars ($13,836,681.00), and to reflect an increase for Fleet Fund Departments of One Hundred Fifty -
Seven Thousand, Six Hundred Forty Dollars ($157,640.00) to Fourteen Million, Four Hundred Ninety
Thousand, Six Hundred Eighty -One Dollars ($14,490,681.00).
Section 4. Vehicle Storage Fund Section 5 of Little Rock, Ark., Ordinance No. 21,817 (December 3,
2019), as amended by Little Rock, Ark., Ordinance No. 21,848 (April 1, 2020), is hereby amended to reflect
a decrease in the Vehicle Storage Fund Operating Resources of Three Hundred Fifty -Four Thousand, Five
Hundred Twenty -Two Dollars ($354,522.00) to One Million, Seven Hundred Twelve Thousand, Two
Hundred Seventy -Eight Dollars ($1,712,278.00), and to reflect a decrease for Vehicle Storage Fund
Departments of One Hundred Seventy -Four Thousand, Two Hundred Seventy -Six Dollars ($174,276.00)
to One Million, Five Hundred Sixty -One Thousand, Three Hundred Fifty -One Dollars ($1,561,351.00).
Section 5. Waste Disposal Fund Section 5 of Little Rock, Ark., Ordinance No. 21,817 (December 3,
2019), as amended by Little Rock, Ark., Ordinance No. 21,848 (April 1, 2020), is hereby amended to reflect
a decrease in the Waste Disposal Fund Operating Resources of Three Hundred Thirty -Four Thousand, Two
Hundred Ninety -Eight Dollars ($334,298.00) to Twenty -Three Million, Six Hundred Four Thousand, Three
Hundred Seven Dollars ($23,604,307.00), and to reflect a decrease for Waste Disposal Fund Departments
of Three Hundred Thirty -Four Thousand, Two Hundred Ninety -Eight Dollars ($334,298.00) to Twenty -
Three Million, Six Hundred Four Thousand, Three Hundred Seven Dollars ($23,604,307.00).
Section 6. Parking Garages Fund Section 5 of Little Rock, Ark., Ordinance No. 21,817 (December
3, 2019), as amended by Little Rock, Ark., Ordinance No. 21,848 (April 1, 2020), is hereby amended to
reflect an decrease in the Parking Garages Fund Operating Resources of Five Hundred Twenty -Three
Thousand, Nine Hundred Ninety -Three Dollars ($523,993.00) to Two Million, Four Hundred Thirty -Eight
Thousand, One Hundred Seventy -Three Dollars ($2,438,173.00), and to reflect a decrease for Parking
Garage Fund Departments of Four Hundred Ninety -Nine Thousand, Three Hundred Eighty -Seven Dollars
($499,387.00) to One Million, Six -Hundred Sixty -Nine Thousand, Thirty -Three Dollars ($1,669,033.00).
Section 7. Outside Agency Contributions. Section 6 of Little Rock, Ark., Ordinance No. 21,817
(December 3, 2019), as amended by Little Rock, Ark., Ordinance No. 21,848 (April 1, 2020), is hereby

I amended to reflect an reflect a reduction in contributions to Outside Agencies of Two Hundred Sixty -Three
2 Thousand, Five -Hundred Sixty -One Dollars ($263,561.00) to Thirteen Million, Five Hundred Thousand,
3 One Hundred Forty Dollars ($13,500,140.00). The amended contracts included in the operating uses in
4 Section 5 include the following amounts for entities with which the City contracts for public services, or in
5 which the City has an ownership interest as follows:

17 Section 8. Records. The Director of Finance & Treasurer is directed to maintain appropriate records
18 which provide greater detail for the adjustments set forth in this ordinance and as reflected in the materials
19 provided to the Board of Directors on October 20, 2020, and October 27, 2020.
20 Section 9. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
21 word of this ordinance is declared or adjudged to be invalid or unconstitutional, such declaration or
22 adjudication shall not affect the remaining portions of the ordinance which shall remain in full force and
23 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
24 ordinance.
25 Section 10. Repealer. All ordinances, resolutions, bylaws, and other matters inconsistent with this
26 ordinance are hereby repealed to the extent of such inconsistency.
27 Section 11. Emergency. The City's ability to properly maintain its budgets and to account for its
28 funds is essential to maintain the public health, safety and welfare; an emergency is, therefore, declared to
29 exist and this ordinance shall be in full force and effect from and after the date of its passage.
