3 AN ORDINANCE TO DECLARE IT IMPRACTICAL AND INFEASIBLE
4 TO BID; TO AUTHORIZE THE CITY MANAGER TO ENTER INTO AN
5 AGREEMENT WITH THE NATIONAL LEAGUE OF CITIES INSTITUTE,
6 IN AN AMOUNT NOT TO EXCEED THIRTY-EIGHT THOUSAND,FOUR
7 HUNDRED EIGHTY-SIX DOLLARS ($38,486.00), TO PROVIDE
8 TRAINING AND TECHNICAL ASSISTANCE TO BUILD CAPACITY TO
9 IDENTIFY RACIAL DISPARITIES AND ADDRESS ISSUES THROUGH
10 POLICY AND PRACTICE; TO DECLARE AN EMERGENCY; AND FOR
11 OTHER PURPOSES.

13 WHEREAS,the City of Little Rock,Arkansas,has a need to obtain training to identify racial disparities
14 and address issues through policy and practice;and,
15 WHEREAS,the City of Little is a member of the National League of Cities,which is an organization
16 that exists primarily to serve as a resource for the nation's cities and their leaders;and,
17 WHEREAS,the National League of Cities Institute offers professional services in several areas that
18 are targeted specifically to meet the unique needs of cities and City leaders;and,
19 WHEREAS, the National League of Cities Institute's Race, Equity And Leadership (REAL)
20 Department is dedicated to strengthening local officials' knowledge and capacity to eliminate racial
21 disparities, heal racial divisions and build more equitable communities through assessments, training,
22 debriefing and continued assistance and has contributed to positive outcomes in other cities such as Denver,
23 Colorado;and,
24 WHEREAS, National League of Cities Institute's REAL Disparity Study is uniquely positioned to
25 work directly with the City to provide professional services tailored to the needs of the City in regards to
26 further developing and implementing racial and social equity goals for the City which makes it impractical
27 and unfeasible to bid for this service;and,
28 WHEREAS, the National League of Cities Institute brings a network of local government officials
29 from across the nation that would benefit officials in Little Rock.
30 NOW,THEREFORE,BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY
31 OF LITTLE ROCK,ARKANSAS:
32 Section 1.The Board of Directors declares that because of the unique ability of the National League of
33 Cities Institute's REAL to provide training on the steps necessary to further racial and social equality goals
34 bidding shall be waived

1 Section 2. The City Manager is authorized to enter into a sole-source contract with the National League
2 of Cities Institute in an amount not to exceed Thirty-Eight Thousand, Four Hundred Eighty-Six Dollars
3 ($38,486.00),to provide training on racial and social equity issues.
4 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
5 word of this ordinance is declared or adjudged to be invalid or unconstitutional, such declaration or
6 adjudication shall not affect the remaining portions of the ordinance which shall remain in full force and
7 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
8 ordinance.
9 Section 4. Repealer. All laws, ordinances, resolutions, or parts of the same,that are inconsistent with
10 the provisions of this ordinance,are hereby repealed to the extent of such inconsistency.
I 1 Section 5. Emergency Clause. Because Little Rock, like the rest of the country faces dire racial
12 disparities and divisions, it is necessary to begin the training that will enable the City to address these
13 problems as quickly as possible; and emergency is, therefore, declared to exist, and this ordinance shall be
14 in full force and effect from and after October 6, 2020.
