3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO EXECUTE
4 A CONTRACT WITH ENTERPRISE FM TRUST, IN AN AMOUNT NOT
5 TO EXCEED ONE MILLION, EIGHT HUNDRED FIFTY-FIVE
6 THOUSAND,TWO HUNDRED SIXTEEN DOLLARS($1,855,216.00),PLUS
7 APPLICABLE TAXAS AND FEES, FOR AN ANNUAL PURCHASE
8 ORDER TO LEASE FIFTY-ONE (51)VEHICLES FOR THE 4TH YEAR OF
9 THE FIVE (5)-YEAR REPLACEMENT PLAN FOR THE LITTLE ROCK
10 POLICE DEPARTMENT; AND FOR OTHER PURPOSES.

12 WHEREAS, it is critical that the Little Rock Police Department (LRPD) be equipped with reliable
13 forms of vehicular transportation; and,
14 WHEREAS, Fleet Services Staff met with LRPD and various other City Departments to initiate or
15 revise their respective Replacement Plans,which also includes a contingency plan option to lease vehicles
16 to replace wrecked or damaged vehicles during the four(4)-year lease term; and,
17 WHEREAS, Fleet Servicers and LRPD have revised Year 4 of the Five (5)-Year Replacement Plan
18 for the LRPD;and,
19 WHEREAS, Fleet Services recommends executing a four (4)-year lease plan utilizing Source-Well
20 Purchasing Agreement for the purchase of fifty-one(51)vehicles from Enterprise FM Trust; and,
21 WHEREAS,the annual cost for the lease will be Four Hundred Sixty-Three Thousand,Eight Hundred
22 Four Dollars($463,804.00), for a total lease term amount not to exceed One Million, Eight Hundred Fifty-
23 Five Thousand,Two Hundred Sixteen Dollars($1,855,216.00).
24 NOW,THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
25 OF LITTLE ROCK,ARKANSAS:
26 Section 1. The City Manager is authorized to enter into a four(4)-year contract with Enterprise FM
27 Trust to lease fifty-one(51)vehicles; the contract shall also include an option to replace vehicles wrecked
28 or damaged during the four(4)-year lease term.
29 Section 2. The funding for the leased vehicles is available in the Fleet Special Project 3/8-Cent Sales
30 and Compensating Use Tax Funds, Account No. 326609-72300-TS60A31.
31 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
32 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
33 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and

1 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
2 resolution.
3 Section 4. Repealer. All laws,ordinances,resolutions,or parts of the same,that are inconsistent with
4 the provisions of this resolution,are hereby repealed to the extent of such inconsistency.
