19515ORDINANCE NO. 19,515 AN ORDINANCE TO AMEND LITTLE ROCK, ARK. ORDINANCE NO. 19,459 (DECEMBER 13, 2005), TO ADJUST THE FISCAL YEAR 2006 BUDGET ORDINANCE TO NOTE EXPENDITURE ADJUSTMENTS FOR ROLLOVER OF ENCUMBRANCES, STREET COSTS, PROPERTY TAX REVENUES, PERSONNEL COSTS, PERSONNEL SAVINGS, PROPERTY INSURANCE, AND OTHER ADJUSTMENTS; TO DECLARE AN EMERGENCY; AND FOR OTHER PURPOSES. WHEREAS, the City approved a comprehensive budget for the City of Little Rock, Arkansas, in Little Rock, Ark., Ordinance No. 19,459 (December 13, 2005), and WHEREAS, it is appropriate to adjust the ordinance to reflect operational changes in the General Fund, and where necessary to authorize the increase in the fiscal year 2006 line items for these and other matters, and WHEREAS, the City Manager and the Director of Finance & Treasurer, in compliance with City budget and financial reporting policies, have reviewed these adjustments and recommend them to the Board of Directors for approval, NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS: Section 1. General Fund. Section 4 of Little Rock, Ark., Ordinance No. 19,459 (December 13, 2005) is hereby amended so the General Fund amount will increase by seven hundred fifty -four thousand two hundred and twenty -four dollars ($754,244), to reflect additions in operating budgets for General fund departments, to the amount of one hundred twenty million three hundred ninety thousand two hundred and eighty -two dollars ($120,390,282.00). Section 2. Street Fund. Section 4 of Little Rock, Ark., Ordinance No. 19,459 (December 13, 2005) is hereby amended so the Street Fund amount will increase by one hundred seventy -seven thousand four hundred and thirty -five dollars ($177,435), to reflect additions in operating budgets for Street fund departments, to the amount of fourteen million nine hundred nineteen thousand five hundred and ninety -three dollars ($14,919,593.00). Section 3. Fleet Fund. Section 4 of Little Rock, Ark., Ordinance No. 19,459 (December 13, 2005) is hereby amended so the Fleet Fund amount will increase by ninety thousand nine hundred and seventy -two dollars ($90,972), to reflect additions in operating budgets for Fleet fund departments, to the amount of eight million ninety -three thousand three hundred and sixty dollars ($8,093,360.00). Section 4. Zoo Fund. Section 4 of Little Rock, Ark., Ordinance No. 19,459 (December 13, 2005) is hereby amended so the Zoo Fund amount will increase by nineteen thousand five hundred and ninety -four dollars ($19,594), to reflect additions in operating budgets for Zoo fund departments, to the amount of four million two hundred seventy -three thousand nine hundred and sixty -five dollars ($4,273,965.00). Section 5. Solid Waste Fund. Section 4 of Little Rock, Ark., Ordinance No. 19,459 (December 13, 2005) is hereby amended so the Solid Waste Fund amount will increase by nine hundred fifty -nine thousand nine hundred and eighty -three dollars ($959,983), to reflect additions in operating budgets for Solid Waste fund departments, to the amount of sixteen million eight hundred eighty -one thousand six hundred and ninety dollars ($16,881,690.00). Section 6. Records. The Director of Finance & Treasurer is directed to maintain appropriate records which provide greater detail for the adjustments set forth in this ordinance as reflected in the materials provided to the Board of Directors for the April 18, 2006, meeting. Section 7. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or word of this ordinance is declared or adjudged to be invalid or unconstitutional, such declaration or adjudication shall not affect the remaining portions of the ordinance which shall remain in full force and effect as if the portion so declared or adjudged invalid or unconstitutional was not originally a part of the ordinance. Section 8. Repealer. All ordinances, resolutions, bylaws, and other matters inconsistent with this ordinance are hereby repealed to the extent of such inconsistency. Section 9. Emergency. The City's ability to properly maintain its budgets and to account for its funds is essential to maintain the public health, safety and welfare; an emergency is, therefore, declared to exist and this ordinance shall be in full force and effect from and after the date of its passage.
