3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER
4 INTO A CONTRACT WITH MATRIX CONSULTING GROUP IN AN
5 AMOUNT NOT TO EXCEED $50,000 TO CONDUCT A
6 MANAGEMENT AUDIT OF THE CITY'S CODE ENFORCEMENT
7 PROGRAM; AND FOR OTHER PURPOSES.

9 WHEREAS, the City of Little Rock is committed to providing the best service
10 for the citizens, and
11 WHEREAS, the City advertised a formal Bid No. 6222 to solicit proposals for a
12 management audit of the Code Enforcement Program, and
13 WHEREAS, a review committee met and reviewed the proposals submitted,
14 determined the lowest responsible and responsive bidder(s), and recommends the
15 contract award for management audit of the City's Code Enforcement Program be
16 awarded to Matrix Consulting Group, Palo Alto, California.
17 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF
18 THE CITY OF LITTLE ROCK, ARKANSAS:
19 Section 1. The City Manager is authorized to enter into a contract with Matrix
20 Consulting Group.
21 Section 2. Funding is available from account 100 - 030 - 6500 -6081, in the
22 amount of $50,000.
23 Section 3. The term of the contract is for a 12 -week period beginning on /or about
24 May 1, 2006.
25 Section 4. Severability. In the event any portion of this resolution is declared or
26 adjudged to be invalid or unconstitutional, such declaration or adjudication shall not

affect the remaining portions of this resolution, which shall remain in full force and
effect as if the portion so declared or adjudged invalid or unconstitutional was not
originally a part of this resolution.
Section 5. Repealer. All resolutions, and parts thereof, which are in conflict with
any provision of this resolution, are hereby repealed to the extent of such conflict.
