19511a K ORDINANCE NO. 19,511 3 AN ORDINANCE TO DISPENSE WITH THE REQUIREMENT OF 4 COMPETITIVE BIDDING AND AUTHORIZE THE CITY MANAGER 5 TO ENTER INTO A CONTRACT WITH FLEET SAFETY EQUIPMENT, 6 INC. FOR THE PURCHASE OF POLICE MOBILE DATA COMPUTER 7 AND DIGITAL VIDEO SYSTEMS; AND FOR OTHER PURPOSES. 8 9 WHEREAS, the Police Department has requested approval of the purchase of 99 i o Police Mobile Data Computer Systems, 126 Digital Video Systems, and 4 Wireless 1 Download Hot -Spots with Antennas, and 12 WHEREAS, the total cost of the purchase of the above - mentioned equipment is 13 Eight Hundred Sixty -three Thousand, Seven Hundred Seventeen and 05/100 Dollars 14 ($863,717.05), including all applicable taxes. is WHEREAS, competitive bidding should be waived and the contract awarded to 16 Fleet Safety Equipment, Inc., as the sole source provider of the system. 17 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS 18 OF THE CITY OF LITTLE ROCK, ARKANSAS: 19 Section 1. The Board of Directors finds that competitive bidding should be 20 dispensed with and a contract for the purchase of Police Mobile Data Computer and 21 Digital Video Systems should be awarded to Fleet Safety Equipment, Inc., as a sole 22 source provider. 23 Section 2. The City Manager is hereby authorized to dispense with competi- 24 tive bidding and to enter into a contract with Fleet Safety Equipment, Inc., in the 25 amount of Eight Hundred Sixty -three Thousand, Seven Hundred Seventeen and 05/100 26 Dollars ($863,717.05), including all applicable taxes. Funds for this purchase are available from the fallowing sources: (1) 2004 Police Grant Match Fund ( #T190) - $59,044.48; (2) 2004 LLEEG Grant Fund ( #X062) - $114,853.31; (3) 2005 JAG Grant ( #X071) - $295,628.89; (4) Police Equipment Project Fund ( #B312) - 394,190.37. Section 4. Severability. In the event any title, section, paragraph, item, sen- tence, clause, phrase, or word of this ordinance is declared or adjudged to be invalid or unconstitutional, such declaration or adjudication shall not affect the remaining por- tions of the ordinance which shall remain in full force and effect as if the portion so de- clared or adjudged invalid or unconstitutional were not originally a part of the ordi- nance. Section 5. Repealer. All ordinances and resolutions, and parts thereof, which are in conflict with any provision of this ordinance are hereby repealed to the extent of such conflict.
