12048RESOLUTION NO. 12,048 2 3 A RESOLUTION SUPPORTING THE RIVER OF TRADE 4 CORRIDOR AND SUPPORTING THE GOALS OF THE U.S. 5 CONGRESSIONAL RIVER OF TRADE CAUCUS; AND FOR 6 OTHER PURPOSES. 7 8 WHEREAS, trade between the United States, Canada and Mexico continues to 9 dramatically increase, and 10 WHEREAS, United States - Mexico trade is dominated by truck -borne shipments 11 moving across the Texas border via Laredo, and 12 WHEREAS, more than 4,100 northbound trucks carrying more than $160 million 13 in truck -borne NAFTA trade merchandise cross into the United States each day via 14 Laredo, Texas, and 15 WHEREAS, the River of Trade Corridor runs from Laredo, Texas to Detroit, 16 Michigan, via Dallas, Texarkana, Little Rock, Arkansas, and Memphis, Tennessee, and 17 is the historic route for Mexico and Canada -bound NAFTA truck -borne shipments, and 18 WHEREAS, approximately 11 million people currently live and work in the 74 19 counties surrounding the River of Trade Corridor and are economically dependent 20 upon the international trade and its continue use of the Corridor for truck -borne 21 shipments in the future, and 22 WHEREAS, the states of Texas, Arkansas, and Tennessee can achieve greater 23 goals and objectives, such as increased funding for the River of Trade Corridor, by 24 working together to protect, expand, and maximize the economic vitality of the original 25 and historic NAFTA Trade Corridor. [PAGE 1 of 3] Resolution River of Trade Corridor Coalition I NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF 2 THE CITY OF LITTLE ROCK, ARKANSAS: 3 Section 1. The City of Little Rock fully supports the goals and objectives of the 4 River of Trade Corridor Coalition, a coalition of cities, counties, and organizations 5 which are impacted by the historic and traditional NAFTA Trade Corridor. 6 Section 2. The City of Little Rock fully supports the protection, expansion, and 7 enhancement of the historic and traditional NAFTA trade from Laredo, Texas, to 8 Detroit, Michigan, via Dallas, Texarkana, Little Rock, Arkansas, and Memphis, 9 Tennessee. 10 Section 3. The City of Little Rock supports the goals of the U. S. Congressional 11 River of Trade Corridor Caucus to protect the historic and traditional NAFTA Trade 12 Corridor. 13 Section 4. This resolution shall be circulated to interested parties, including the 14 Congressional Delegation, the Governor's Office, members of the State Legislature, the 15 Department of Transportation, Cities, Counties, Chambers of Commerce within the 16 historic NAFTA Trade Corridor, the media and others. 17 Section 5. Severability. In the event any portion of this resolution is declared or 18 adjudged to be invalid or unconstitutional, such declaration or adjudication shall not 19 affect the remaining portions of this resolution, which shall remain in full force and 20 effect as if the portion so declared or adjudged invalid or unconstitutional was not 21 originally a part of this resolution. 22 Section 6. Repealer.
