HDC_06 04 1998City of Little Rock HISTORIC DISTRICT COMMISSION 4 JUNE 1998 MEETING MINUTES Commissioners Present: John Bush Howard H. Gordon John Greer Julie Wiedower Commissioners Absent: Charles Marratt Staff Present: V. Anne Guthrie Tony Black Guests: Judy Gardner Jason Rinehart Mark Zoeller The meeting of the Little Rock Historic District Commission (LRHDC) was called to order. Roll was taken, and as there was a quorum, the minutes from the May meeting were approved. The sole Certificate of Appropriateness (COA) application was: Applicant: Marsha Taul Address: 1305 Cumberland Request: Retain vinyl siding on the north elevation Due to the absence of a witness for the applicant and a request by the applicant's attorney, the application was deferred until the 2 July meeting upon a motion. The meeting moved on to the New and Old Business agenda items. There was an update about the revised landscape plan for the Arkansas Arts Center's expansion, which came before the LRHDC in May. The revised landscape plan was submitted by the consultant and reviewed by Commissioners Wiedower and Greer and staff. The landscape architect in the Planning and Development permitting section reviewed the plans and approved the changes. This was the last meeting for Commissioners Bush and Wiedower, as both terms expired in June. Successors for both were present and introduced: Judy Gardner as resident and property owner; and Mark Zoeller as the Quapaw Quarter Association representative. Wiedower requested updates on particular items: the new construction at 1304 Cumberland (and subsequent negotiations with the owner when the approved architectural plans were not followed); the COA for a community facility at 1310-12 Scott; Westside's rehabilitation and miscellaneous community preservation information. There was discussion related to these issues and where the project was in terms of construction and rehabilitation (in the case of Westside). There was a request that staff consult the conditions that were reached for 1304 Cumberland to ensure that they were in compliance with the regulations of the LRHDC and Capitol Zoning Commission. As there was no other business, the LRHDC adjourned at 6:00 p.m.
