Anne Guthrie Tim Polk Anthony Black The meeting of the Little Rock Historic District Commission (LRHDC) was called to order and roll was taken. As there was a quorum, the minutes from the 8 January 1998 were approved as amended (change in wording on second page; for changes, see computer file: Office/ Guthrie / LRHDC /Minutes /199811- 8a- 98.min). The single Certificate of Appropriateness (COA) application was: Applicant: James and Deborah Best Address: 523 East 7th Street Request: Install storm windows The applicant, Jim Best, presented his application request. He presented a sample section of a storm window and described the product and color. There were a few questions as to how many windows, the name of the contractor and whether a storm door would be installed on the front (no storm door for the north or main entry). There were no further questions or major concerns with the request. While not a consideration of the request, Commissioner Wiedower asked about the structure's history, its interior rehab and maintenance. After brief discussion, Wiedower made a motion that the COA application be approved as submitted. A vote was taken and the motion was approved unanimously. New business was then reviewed. An update of the 1997 - 1998 Certified Local Government (CLG) projects was discussed. The two CLG funded projects are: the final stage of the Capitol View project (nomination preparation and presentation) and a multiple resource nomination for Center City. Two resumes were submitted for Center City and one resume for Capitol View. A staff review decided on the contractors; Sandra Taylor Smith will finalize Capitol View's nomination process and Cheri Nichols will perform the Center City Multiple Resource Documentation Forms. Little Rock Historic District Commission 5 February 1998 Minutes, Page 2 There was brief discussion about a COA submitted last year for 1414 Rock Street, clarifying the conditions of its approval and the work's progress. Greer presented an update of Curran Hall's phased stabilization work. Several issues were raised about the structure, such as its windows, foundation, roof and its overall condition. Ongoing research is uncovering substantial information, which will be utilized in the structure's rehabilitation: window sizing and placement, roofing, foundation composition and outbuilding locations. Several sources are being utilized for grant requests for the continued and phased rehabilitation work on Curran: ISTEA grant of $400,000 was the most substantial request of money for rehab with 50 -50 matching funds; grant award notification is later in the year. National Trust for Historic Preservation: two grants under this program; $10,000 for consultants to research and analyze the interior finishings and a $12,000 request for selective archaeological investigations on the locations of the outbuildings; notification of grant award is May. CLG grant for 1998, due in March, will be submitted for the stabilization of Curran Hall; grant award notification is May.
