HDC_11 06 2003LITTLE ROCK HISTORIC DISTRICT MINUTES LITTLE ROCK HISTORIC DISTRICT COMMISSION NOVEMBER 6, 2003 Commissioners Present: Carolyn Newbern Marshall Peters Terence Bolden Wesley Walls Commissioners Absent: Wyatt Weems Staff Present: Andre' Bernard Tony Bozynski Debra Weldon Also Present: Boyd Mayer, AHPP The meeting was called to order and a quorum was present being three (3) in number. Commissioner Wesley Walls arrived after the roll call. The Minutes of the August 13, 2003 and September 4, 2003 meetings were approved as mailed. There were no public hearing items. Other Business The first item discussed was a draft letter to Ken Grunewald, Director of AHPP. The Commission felt that there was a need to better inform the real estate industry, perspective buyers and the public about historic districts and what is involved. At a previous meeting, staff was asked to draft a letter to the State Preservation Office, requesting assistance with this effort. There was some discussion and the Commissioners reviewed a draft copy of the letter. Changes were offered by the Commissioners and staff was asked to incorporate the changes into a final draft. (Letter will be faxed to the Commissioners for final review.) The Commission next discussed the draft letter to Mayor Dailey and the City Board of Directors. Some minor edits were made and staff was asked to add the list of Commissioners to the Commission's stationary. The members present agreed that Wyatt Weems, Chair, would have the final review and sign the letter for the Commission. The final item of discussion was the revisions to the guidelines. Commissioner Newbern again offered to undertake the initial work, with assistance from husband, Judge David Newbern. The other Commissioners agreed with the proposal and offered their support. Judge Newbern made some comments and had several questions. Commissioner Walls agreed to assist with graphics for the guidelines. There was some discussion about submitting the revised guidelines and possible ordinance amendments to the Board of Directors as a package. Commissioner Newbern requested a copy of the Capitol Zoning District guidelines and any Vision Little Rock information on historic preservation. There being no further business before the Commission, the meeting was adjourned at 6:15 p.m. Approved:
