HDC_07 10 2003City of Little Rock HISTORIC DISTRICT COMMISSION MINUTES LITTLE ROCK HISTORIC DISTRICT COMMISSION JULY 10, 2003 COMMISSIONERS PRESENT: Wyatt Weems Carolyn Newbern Marshall Peters Wesley Walls Terence Bolden COMMISSIONERS ABSENT: None STAFF PRESENT: Andre' Bernard Tony Bozynski Debra Weldon The meeting was called to order and a quorum was present being five (5) in number. The Minutes of the May 1, 2003 and June 5, 2003 meetings were approved as amended. ITEM NO. l: 1305 Cumberland The applicant, Craig Hiller, was present. No other interested parties were in attendance. Staff reported that notice to property owners was not required because the requested Certificate of Appropriateness was classified as a Category II application. There was a brief discussion about the request and staff stated that the fence in question met the guidelines for a fence in the front yard area. A motion was made and seconded to approve the fence, as constructed at 1305 Cumberland. The motion passed by a vote of 5 ayes, 0 nays and 0 absent. OTHER BUSINESS: Craig Hiller offered comments about the district and the need for consistency. Mr. Hiller discussed several properties, including 900 Rock Street. There was a long discussion about the issue of consistency. The Commission then discussed other issues, including artificial siding and economic hardship. There were a number of comments made and it was pointed out that artificial siding is not prohibited in the MacArthur Park Historic District. Other comments were made about continuing education; the need for better information about the district; and the State Real Estate Commission. There was some discussion about the special meeting and the Commission requested a summary of the information in the case files for 1000 Rock Street. Terrence Bolden was welcomed to the Commission as the newest member. There being no further business before the Commission, the meeting was adjourned at 6:00 p.m. Approved:
