LITTLE ROCK HISTORIC DISTRICT COMMISSION
JANUARY 8, 2004

The meeting was called to order by Carolyn Newbern, Acting Chair, and a quorum was
present being three (3) in number. The Minutes of December 4, 2003, meeting were
approved as mailed.
There were no public hearing items scheduled.
The 2004 Calendar was distributed to the Commissioners present. After some discussion,
a motion was made to accept the 2004 meeting schedule for the Little Rock Historic
District Commission as presented. The motion was approved by a vote of 3 ayes, 0 nays
and 2 absent.
The next item of business was the election of officers for 2004. Wyatt Weems was
elected Chair by a vote of 3 ayes, 0 nays and 2 absent. Carolyn Newbern was elected
Vice -chair by a vote of 3 ayes, 0 nays and 2 absent.
There was some discussion and questions about terms of the Commissioners and staff
was asked to contact the City Clerk's Office about the terms to ensure that the
Commission roster was current and correct.
The Commission next turned to the issue of the revised guidelines and there was a long
discussion. A number of items were discussed related to the guidelines and the
Commission's procedures. It was requested that the staff track all work in the district
with an application or something similar for any work requiring a permit from the City
and to attach a copy of the permit to the application document. The discussion continued
about needed or proposed changes and it was suggested that the new procedures
eliminate all reference to categories and financial considerations.
Comments were then made about the current application form and the need for a separate
Certificate of Appropriateness (COA) form. Staff was asked to revise the current
application and to add a separate COA page.
Another suggestion was made to develop a brochure for the COA process and to include
a flow chart and an overview of the Commission and its powers.
There was some discussion about sidewalks or walkways and how they needed to be
addressed in the guidelines. This led to a question about the Commission's jurisdiction in
the public rights -of -way, where sidewalks are located. Staff said they would look into the
issue and review other ordinances.
Discussion continued on the guidelines and it was decided to hold a special work session
on Thursday, January 22, 2004, starting at 3:00 p.m. Staff was asked to confirm the date
with those Commissioners not in attendance.
There being no further business before the Commission, the meeting was adjourned at
6:35 p.m.
