REQUEST:
PROJECT BACKGROUND AND DESCRIPTION:
The subject property is located in
MacArthur Park. The application area is
a small portion of the park that is set
back over 300 feet from both McMath
Avenue and East 9th Street.
PREVIOUS ACTIONS ON THIS SITE:
On October 6, 2005, a COA was
approved and issued to the same
applicant for the earlier version of the
Korean War Veterans Memorial.
The applicant has indicated that this will
be a memorial honoring Americans who
served in the Korean War and provide
education about the war to visitors. The
plaza will also provide a comfortable Location of Project
place for quiet reflection. This version of the memorial is significantly smaller in
footprint and smaller is scale from the .previously approved memorial. However, the
changes were significant enough to warrant another hearing for the Commission to
approve the new design.
The design guidelines do not specifically indicate any specific details when it comes to
the construction of new memorials. Historically, memorials have been erected in
numerous locations around the country to memorialize one event or another and this

event would be no different. Memorials often times gain historical significance in the
future because of their meaning and how they commemorate the past.
MacArthur Park is home to numerous memorials predominantly located on the south
and east sides of the complex. These memorials do not necessarily detract from the
architectural significance of the MacArthur Park Military Museum because their
individual locations do not obstruct its views from the north, east, or west. The applicant
has indicated that this monument will be located north - northeast of the Arsenal building
adjacent to an existing grove of trees.
The revised plan includes a semi-circular plaza with dimension of 41 feet by 82 feet. In
the center of the plaza will be bronze statues with slightly larger than life size soldiers
and Korean children. Surrounding the statues will be eight black granite panels, seven
feet high, with names of the 461 Americans that were killed in the Korean War. The
backside of the panels will contain information about the war itself. Shrubbery will
surround the plaza. In the plaza will be three flagpoles, which will fly the United States,
the Republic of Korea, and the Arkansas 'state flags. The memorial will not include any
additional planting of trees.
If funding permits, a map of the Korean peninsula will be inlaid in the walkway to the
Memorial with a line symbolizing the 38th Parallel. An entry portal will also be included
if funding permits. That portal is to be made of precast concrete.
Staff believes that the shrubbery surrounding the plaza should be held to a maximum
height of 30 inches for security measures.
Staff believes that this revised plan of the memorial will complement the other
memorials in the area and increase the civic value of the park. Staff also feels that the
construction of the memorial will not detract from the nearby Arsenal building or the
character of the historic district.
A contract has been executed for the placement of the memorial on the MacArthur Park
grounds between the City of Little Rock and the Arkansas Korean War Veterans'
Memorial Foundation.
NEIGHBORHOOD COMMENTS AND REACTION: At the time of distribution, there
were no comments regarding this application.

Dear Mr. Miinyard:
The purpose of this letter is to advise the Historic District Commission that
the plans for construction of the Korean War Veterans' Memorial have been
modified. It is requested that the Commission either affirm that the
Certificate of Appropriateness issued November 9, 2005 for construction of
the Korean War Veterans' Memorial be affirmed as still valid or that a new
Certificate of Appropriateness be issued.
After construction cost of the original Memorial design was received it was
determined that the Foundation could not afford the approximate $800,000
that would be required to construct the Memorial. The Memorial Foundation
is now ready to construct a Memorial on the same site previously approved
by the Commission with a scaled down design. Details are provided in the
attachments to this request.
The intent to construct the Korean War Veterans' Memorial at MacArthur
Fork has been well publicized. Subsequent to the original request to the
Commission a Site Dedication and Ground Breaking Ceremony was
conducted November 12, 2005 at the proposed construction site. (A copy of
the program is attached). This event was attended by several hundred people
and was extensively covered by both the print and television news media.
No opposition or complaints have been received concerning, this project or
construction of the Memorial at the designated site in MacArthur Park.
There has been a great deal of favorable support expressed for this project
and for the selection of MacArthur Park for the Memorial site.

Foundation is ready to proceed with construction of the Memorial as soon as

Korean War Veterans' Memorial
Project Description:
The Arkansas Korean War Veterans' Memorial Foundation, a non-
profit foundation, has been given permission from the city of Little
Rock, Arkansas to construct a Korean War Veterans' Memorial in
MacArthur Park. The Memorial will be located due east about 80'
from the front of the MacArthur Park Arsenal Building housing the
MacArthur Museum of Arkansas Military History.
See the attached concept design and sketch for design details. The
Memorial will consist of a 41' by 82' half circle plaza. In the
center of the Memorial Plaza will be three bronze statues. Two
statues will be 7' high soldiers and a smaller statue of two Korean
children. In a semi - circle around the statues will be 8 black granite
information panels. The panels will be approximately 7' high.
The side of the panels facing the statues will contain the names of
the 461 Arkansas who were killed during the Korean War. The
backside of the information panels will contain information
concerning the Korean War. If funds permit, a map of the Korean
peninsula will be inlaid in the walkway in front of the Memorial
with a line across the map symbolic of the 38th Parallel that
dividends North and South Korea. Surrounding, the plaza will. be
plants to provide a border around the plaza. Three flags will fly
over the Memorial, the United States Flag, The Republic of Korea
Flag, and the Arkansas State FIag.
The purpose of the Memorial is to:
• Honor the service of Korean War Veterans that fought and
died in the Korean War.
• Honor the service of the hundreds of thousands of service
men and women that have served in the Armed Forces of
the United States since the Korean War to preserve the
peace in Korea.

• Provide education to future generations about the Korean
War.
• Demonstrate the strong ties of friendship that exists between
the people of the Republic of Korea and the people of the
United States.
It is very appropriate that the Memorial be located at MacArthur.
Park next the Museum of Arkansas Military History, and the birth
place of General Douglas MacArthur who played a significant role
in the Korean War. This Memorial will be an added attraction to
the Museum of Arkansas Military History, MacArthur Park and to
the city of Little Rock.

STAFF RECOMMENDATION: Approval with the following conditions:
1. Obtaining a building permit.
2. Submittal of lighting design to Staff.
3. Staff believes that the shrubbery surrounding the plaza should be held to a
maximum height of 30 inches for security measures.
COMMISSION ACTION: August 21, 2006
Brian Minyard, Staff, made a presentation of the item to the Commission including what
had been changed since the last approval of the memorial. He reiterated the fact that
the memorial was at the commission again because of different materials, change in
scale, etc. as specified on the application.
Mr. Doyle Herndon made a short presentation of the project. A question was made
concerning the lighting of the flags. He .stated the there would be lights on the flags at
night. He continued that the projected needed to be scaled back because of funding
sources. The arbor had been eliminated from this version of the memorial. He

continued that Little Rock was a Sister City to a city in Korea and of the educational
benefits of such. He added that this would be a historical attraction, being the only
memorial in Arkansas for the Korean War.
He stated that the proposed opening date of the memorial was to coincide with the
anniversary of the Korean War. The American Taekwondo association is going to have
their conference the week before and he expected many Korean visitors to the city at
that time.
Brian Minyard, Staff, noted that for the record that the lease between the city and the
sponsors of the memorial was in the file.
Mr. Herndon stated that the names of the 461 Arkansans that were killed in the war
were to be inscribed on the backs of the granite markers.
Commissioner Wesley Walls asked a question about the location of the memorial. Mr.
Herndon stated that the location was the same as before, south of the sidewalk, but
closer to the handicapped parking.
Chair Carolyn Newbern commented that the project was definitely scaled back and
appeared to have lower maintenance. Mr. Herndon stated Parks department were gong
to maintain the shrubbery around the memorial. He stated that the plants chosen would
be hardy to the area and mature size of the plant would be considered. He said that it
would probably have an irrigation system.
Chair Newbern asked if there were any question of the commissioners. Commissioner
Walls asked about the flags, which ones were going to be displayed? The answer was
the United States, Arkansas, and the Korean flag. He then asked bout the color of the
granite. Mr. Herndon said that black was preferred, but may have to switch to gray
because of budget.
Chair Newbern asked if there was any citizen response to this application. Mr. Minyard
stated no.
Commissioner Walls made a motion to approve the application as filed with staff
recommendations with the added condition that Staff approve any lighting on the site
and location and treatment of any backflow prevention device (irrigation).
Commissioner Kay Tatum seconded and the motion passed with a vote of 3 ayes, 0
noes and two absent.
Other Matters
Boyd Maher, of the AHPP, spoke about the upcoming preservation conference in Hot
Spring on October 5-7. He also told the Commission of the State nomination approval
of the Stifft Station nomination. His staff is preparing the nomination to list Robinson

Auditorium on the National Register. And lastly, mentioned the listserve that he was
adding members to.
Chair Carolyn Newbern mentioned the conference in Stuttgart on September 29 and
West Memphis on the 30th. She also mentioned the MainStreet Arkansas revitalization
conference on September 11 — 13th

b. Homeowners Handbook draft
It was discussed and the Homeowners Guide will be expanded to include all properties
in National Historic Districts, not just MacArthur Park. Chair Newbern gave edits to Mr.
Minyard to be included in the next draft.
Chair Newbern addressed the committee on meeting concerning the Little Rock Visitors
Center — Curran hall.
