Roll Call A Quorum was present being three (3) in numbers. Members Present: Carolyn Newbern Marshall Peters Kay Tatum Members Absent: Wesley Walls One vacant position City Attorney: Debra Weldon Staff Present: Brian Minyard Tony Bozynski Citizens Present: Page Wilson Andrew Humphrey Maury Mitchell Blake Jackson Morgan Manning II. Approval of Minutes The June 12, 2006 minutes were deferred to the August meeting by a vote of 3 ayes, 0 noes, 1 absent and 1 open position. (Commissioner Peters was not present at the June meeting). III. Finding of Compliance with Notice Requirements of all Subjects Non-applicable. IV. Deferred Certificates of Appropriateness: a. None 1 V. New Certificates of Appropriateness: a. None VI. Other Matters Enforcement Issues Air conditioners are being reported at the residence at 420 East Ninth Street. Discussion started on the new signage of the MacArthur Park Historic Distrct. The commission has asked for a plan of where the signs are to go. A mention was made to include the web address of the city instead of the word "Questions ? ". Citizen Communication: Page Wilson presented ideas for infill development in the district. (He is a property owner in the district, but this presentation was not in reference to a particular site or proposed building. He is doing infill development just outside the District.) He stated that he is targeting young hip professionals that want to be downtown. He presented a slide show of various styles of buildings from the South Main area of Memphis Tennessee. Commissioner Kay Tatum asked what his price was on the houses that he had started to build. He answered 175 - 200,000 dollars. He added that 163,000 is the median price in Pulaski County. He preferred the moderate price range but will probably building more in the 200 range than lower. Chair Carolyn Newbern referred him to the New Construction guidelines that speak to compatible setbacks, relation to the neighborhoods, building mass and scale, roof shapes, etc. Compatibility is a critical issue. Mr. Wilson asked about what a developed block face was. Mr. Brian Minyard, Staff, responded to that question and briefly explained the Central City Overlay and what the definition meant. Chair Newbern stated that the committee would have to have a specific site and a specific building before any approval could be given. Mr. Wilson asked about solar capability. Chair Newbern asked if it would be visible from the street and referred again to having a specific application before the committee to give approval. The Ordinance review was discussed and Staff will email Debra Weldon a copy of the ordinance. Staff will scan the items of previous plans and studies that pertain to the Preservation Plan in an OCR format. 2 Chair Newbern stated for the record that the HDC made a formal presentation of the new Guidelines to the Little Rock City Board of Directors. Boyd Maher, AHPP, made a presentation on the importance of Historic preservation and the partnership between the city and state. Chair Carolyn Newbern presented the new Guidelines and differences between the old and the new versions. Commissioner Wesley Walls and Roger Williams of the Quapaw Quarter were also present. VII. Adjournment A motion to adjourn was made by Marshall Peters and seconded by Kay Tatum. The meeting was adjourned to 6:43 p.m. 4ftest: Date 3
