3 AN ORDINANCE TO DECLARE IT IMPRACTICAL AND UNFEASIBLE
4 TO BID; TO AUTHORIZE THE CITY MANAGER TO DISPENSE WITH
5 THE REQUIREMENTS OF COMPETITIVE SELECTION AND TO
6 AWARD A CONTRACT TO CENTRAL ARKANSAS LIBRARY SYSTEM,
7 IN AN AMOUNT NOT TO EXCEED SEVENTY-FIVE THOUSAND
8 DOLLARS ($75,000.00), TO COORDINATE THE 2020 BE MIGHTY
9 PROGRAM AND TO PROVIDE CERTAIN SERVICES FOR THE
10 SUMMER MEALS PROGRAM; AND FOR OTHER PURPOSES.

12 WHEREAS, the Be Mighty Program is supported by the City's goal to reduce hunger in our
13 community by expanding participation in the Afterschool and Summer Meal Programs to sustain and
14 enhance the foundation for delivering health,nutrition,and learning to children residing in the City of Little
15 Rock,Arkansas;and,
16 WHEREAS, the City will partner with one of its outside agencies, the Central Arkansas Library
17 System(CALS)to manage the program; and,
18 WHEREAS, the agreement with CALS will provide coordination of programming, meetings, the
19 Summer Meals Program application,and other related activities to sustain the Be Mighty Program; and,
20 WHEREAS,the 2020 contract amount will not exceed Seventy-Five Thousand Dollars($75,000.00)
21 and funds provided shall be expended for duties performed to conduct outreach and cross-promotion of the
22 availability of nutrition programs; testing new and creative communications strategies to increase
23 participation, track data; connect campaign's efforts to other existing citywide initiatives; working with
24 schools to improve school meals participation; develop or strengthen existing infrastructure that supports
25 the feeding program, and increase capacity of key Afterschool and Summer Meal Program providers to
26 increase number of feeding sites,meetings,programs,Summer Meals application process,and all activities
27 related to sustaining the Be Mighty Program.
28 NOW,THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY
29 OF LITTLE ROCK,ARKANSAS:
30 Section 1. The Board of Directors waives the requirement of a competitive selection process for the
31 Be Mighty contract partnered with the Central Arkansas Library System due to its being impractical and
32 unfeasible to bid under the present circumstances.
33 Section 2. The Board of Directors authorizes the City Manager to execute an agreement with the
34 Central Arkansas Library System in an amount not to exceed Seventy-Five Thousand Dollars($75,000.00)

1 to coordinate the 2020 Be Mighty Program, as part of the City's Anti-Hunger Campaign.
2 Section 3. Funds for the program are allocated in Account No. 108159-S15C 185.
3 Section 4. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
4 word of this ordinance is declared or adjudged to be invalid or unconstitutional, such declaration or
5 adjudication shall not affect the remaining portions of the ordinance which shall remain in full force and
6 effect as if the portion so declared or adjudged invalid or unconstitutional was not originally a part of the
7 ordinance.
8 Section 5. Repealer. All laws,ordinances, resolutions, or parts of the same,that are inconsistent with
9 the provisions of this resolution, are hereby repealed to the extent of such inconsistency.
