3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER
4 INTO CONTRACTS WITH THE ARKANSAS REGIONAL
5 COMMISSION AND PULASKI COUNTY COMMUNITY SERVICES FOR
6 A ONE (1)-YEAR TERM, IN A TOTAL COMBINED AMOUNT NOT TO
7 EXCEED SEVENTY-EIGHT THOUSAND, SEVEN HUNDRED EIGHTY
8 DOLLARS ($78,780.00), FOR HOUSING OPPORTUNITIES FOR
9 PERSONS WITH AIDS (HOPWA); AND FOR OTHER PURPOSES.

I I WHEREAS, the City of Little Rock, Arkansas, will receive a supplemental allocation of HOPWA
12 Funds due to COVID-19 Pandemic from the U.S. Department of Housing&Urban Development; and,
13 WHEREAS, the City of Little Rock is designated by HUD as an entitlement jurisdiction to
14 administer the HOPWA Program for a six (6)-County area, including Pulaski; Faulkner; Saline; Lonoke;
15 Perry; and Grant Counties; and,
16 WHEREAS, funding through the HOPWA Program was designated for housing assistance and
17 appropriate supportive services for low-income persons HIV positive to prevent, prepare for, and
18 response to coronavirus(COVID-19); and,
19 WHEREAS, on April 2, 2020, the City was informed that supplemental allocation in the amount of
20 Eighty-One Thousand, Two Hundred Sixteen Dollars ($81,216.00) provided under the Coronavirus, Aid,
21 Relief,and Economic Security Act("CARES Act")which was signed into law on March 27,2020; and,
22 WHEREAS, the City has submitted their 2020 Annual Action Plan to include the supplemental
23 allocation for HOPWA; and,
24 WHEREAS, pursuant to this approval and once the City execute grant agreements with HUD, the
25 City will have fourteen (14) days to execute new Project Sponsor Agreements with Arkansas Regional
26 Commission and Pulaski County Community Services; and,
27 WHEREAS,the Arkansas Regional Commission Contract and Pulaski County Community Services
28 Contract are consistent with the City's adopted Citizen Participation Plan and the Consolidated Planning
29 Committee and the recommended sources and uses of the City's 2020 HUD Entitlement Funds; and,
30 WHEREAS, the Arkansas Regional Commission's funding, in the amount of Nineteen Thousand,
31 Six Hundred Ninety-Five Dollars ($19,695.00), will provide Short-Term Rent, Mortgage, and Utilities
32 Assistance and Supportive Services in Faulkner County; and,

1 WHEREAS, Pulaski County Community Services funding, in the amount of Fifty-Nine Thousand,
2 Eighty-Five Dollars ($59,085.00), will provide Short-Term Rent, Mortgage, and Utilities Assistance and
3 Supportive Services in Pulaski County.
4 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
5 OF LITTLE ROCK,ARKANSAS:
6 Section 1. The Board of Directors hereby approves funding to the Arkansas Regional Commission in
7 the amount of Nineteen Thousand, Six Hundred Ninety-Five Dollars($19,695.00) and to Pulaski County
8 Community Services in the amount of Fifty-Nine Thousand, Eighty-Five Dollars ($59,085.00), for a one
9 (1)-year term, with the right to terminate the agreement upon completion of the Federally-Funded
10 Housing Programs.
11 Section 2. The recommended sources for funding and uses are from the City's 2020 HUD
12 Entitlement Funds.
13 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
14 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
15 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
16 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
17 resolution.
18 Section 4. Repealer. All laws, ordinances, resolutions, or parts of the same, that are inconsistent
19 with the provisions of this resolution,are hereby repealed to the extent of such inconsistency.
