15224 1 RESOLUTION NO. 15,224 2 3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER 4 INTO AN AGREEMENT WITH USABLE TO PROVIDE LONG-TERM 5 DISABILITY BENEFITS TO ALL NON-UNIFORM EMPLOYEES OF THE 6 CITY OF LITTLE ROCK,ARKANSAS; AND FOR OTHER PURPOSES. 7 8 WHEREAS,one of the benefits the City of Little Rock offers to Non-Uniform Employees is a Long- 9 Term Disability Insurance Benefit; and, 10 WHEREAS,pursuant to Little Rock,Ark.,Ordinance No.21,424(June 6,2017),the City was able to 11 utilize the expanded authority of an Insurance Broker for employee benefits to advertise for bids, make a 12 selection and have that selection approved by City Staff in this matter;and, 13 WHEREAS, the recommend company of USAble was deemed the most qualified response to the 14 City's competitive process. 15 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY 16 OF LITTLE ROCK,ARKANSAS: 17 Section 1. The City Manager is authorized to enter into an agreement from August 1, 2020, to July 18 31,2021,to provide Long-Term Disability Benefits to Non-Uniform City Employees at a rate not to exceed 19 $.52 per One Hundred Dollars($100.00)of covered payroll. 20 Section 2. This authorized agreement may be extended two (2) additional times for a period of one 21 (1)-year each, or until July 31, 2023, without further action of the Board of Directors as long as the rate 22 approved in Section 1 is not exceeded. 23 Section 3. The anticipated amount of this agreement for the first year is Two Hundred Fifty Thousand 24 Dollars($250,000.00). 25 Section 4. Funds for this expenditure are available in Account No. 53600-0000. 26 Section 5. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or 27 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or 28 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and 29 effect as if the portion so declared or adjudged invalid or unconstitutional was not originally a part of the 30 resolution. 31 Section 6. Repealer. All resolutions, bylaws, and other matters inconsistent with this resolution are 32 hereby repealed to the extent of such inconsistency. 33 ADOPTED: May 19,2020 [Page 1 of 21 1 AV a.
