3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO APPLY
4 FOR A RECREATIONAL TRAILS PROGRAM (RTP) GRANT FROM
5 THE ARKANSAS DEPARTMENT OF TRANSPORTATION FOR WORK
6 ALONG ALLSOPP PARK NORTH MOUNTAIN BIKE TRAILS; AND
7 FOR OTHER PURPOSES.

9 WHEREAS, the City of Little Rock understands that Recreational Trails Program (RTP) Grant
10 Funds are available through the Arkansas Department of Transportation (ArDOT) Federal Funds for
11 certain City projects; and,
12 WHEREAS,ArDOT requires that local governments pass a resolution supporting grant applications
13 for the Recreational Trails Program. The City of Little Rock has determined that it is desirable to apply
14 for RTP Grant Funding for the Allsopp Park North Mountain Bike Trails to construct approximately two
15 (2) miles of Multi-Use Mountain Bike Trails and enhance approximately .5 mile of trails including Trail
16 Signage, Trail Head Development(South End),and Neighborhood Connections; and,
17 WHEREAS, Federal Funds, in the amount of Two Hundred Twenty-Five Thousand Dollars
18 ($225,000.00), shall be requested, which will require matching funds in the amount of 20%of the project,
19 or Fifty-Six Thousand, Two Hundred Fifty Dollars ($56,250.00); an Administration Fee of 1%, or Two
20 Thousand, Eight Hundred, Twelve and 50/100 Dollars ($2,812.50), for a total project cost of Two
21 Hundred Eighty-Four Thousand, Sixty-Two and 50/100 Dollars($284,062.50).
22 NOW,THEREFORE,BE IT RESOLVED,BY THE BOARD OF DIRECTORS OF THE CITY
23 OF LITTLE ROCK,ARKANSAS:
24 Section 1. The City will participate in accordance with its designated responsibility, including
25 maintenance of this project.
26 Section 2. Should a grant be subsequently awarded, the City Manager is hereby authorized and
27 directed to execute all appropriate agreements and contracts necessary to expedite the construction of the
28 project.
29 Section 3. Federal Funding for this project is from Recreational Trails Program (RTP)Grant of Two
30 Hundred Twenty-Five Thousand Dollars ($225,000.00) and City Matching Funds will be paid as follows:
31 Trails Account No. 326459—TS45A21, in the amount of Sixteen Thousand, Two Hundred Fifty Dollars
32 ($16,250.00); Grant Match, Account No. 108129 — S1OG041, in the amount of Forty Thousand Dollars
33 ($40,000.00); and Administration Fee, Account No.326459—TS45A21.

1 Section 4. The City pledges its full support and hereby authorizes the Little Rock Parks& Recreation
2 Department to cooperate with ArDOT to initiate action to implement this project.
3 Section 5. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
4 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
5 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
6 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
7 resolution.
8 Section 6. Repealer. All laws, ordinances, resolutions, or parts of the same, that are inconsistent
9 with the provisions of this resolution, are hereby repealed to the extent of such inconsistency.
