3 TO DECLARE IT IMPRACTICAL AND UNFEASIBLE TO BID; TO
4 AUTHORIZE THE CITY MANAGER TO ENTER INTO A SOLE-SOURCE
5 PURCHASE ORDER WITH G&W DIESEL, IN AN AMOUNT NOT TO
6 EXCEED SIX HUNDRED TWELVE THOUSAND, THREE HUNDRED
7 EIGHTY-SEVEN AND 50/100 DOLLARS, ($612,387.50), PLUS A
8 CONTINGENCY RESERVE, TO REFURBISH ONE (1) 2003 PIERCE
9 DASH TILLER TRUCK FOR THE LITTLE ROCK FIRE DEPARTMENT;
10 TO DECLARE AN EMERGENCY; AND FOR OTHER PURPOSES.

12 WHEREAS,there is a need to refurbish one(1)2003 Pierce Dash Tiller truck for the Little Rock Fire
13 Department, Station 7;and,
14 WHEREAS, the Fleet Services Department has determined the refurbishment process of this Dash
15 Tiller Truck to be a viable alternative in lieu of a new truck purchase;and,
16 WHEREAS,G&W Diesel is the only authorized Pierce Dealer in Central Arkansas; and,
17 WHEREAS, the total cost to repair and refurbish the 2003 Pierce Dash Tiller truck is Six Hundred
18 Twelve Thousand,Three Hundred Eighty-Seven and 50/100 Dollars($612,387.50); and,
19 WHEREAS,a 10% contingency amount of Sixty-One Thousand,Two Hundred Thirty-Eight and
20 75/100 Dollars ($61,238.75) is reserved for any unforeseen fees and costs for additional parts and labor
21 discovered during the refurbishment process.
22 NOW, THEREFORE,BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY
23 OF LITTLE ROCK,ARKANSAS:
24 Section 1. The Board of Directors hereby ratifies the issuance of a Sole-Source Purchase Order to
25 G&W Diesel to repair and refurbish the 2003 Pierce Dash Tiller truck used by the Little Rock Fire
26 Department, Station 7.
27 Section 2. Funds for this purchase order are available and allocated in a Little Rock Fire Department
28 Short-Term Note Account No. 325519-F449003.
29 Section 3. Because G&W Diesel is the only authorized dealer in Central Arkansas to complete the
30 repair and refurbishment process,the Board of Directors declares it is impractical and unfeasible to submit
31 this purchase to competitive bids.
32 Section 4. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
33 word of this ordinance is declared or adjudged to be invalid or unconstitutional, such declaration or

1 adjudication shall not affect the remaining portions of the ordinance which shall remain in full force and
2 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
3 ordinance.
4 Section 5. Repealer. All laws,ordinances,resolutions, or parts of the same,that are inconsistent with
5 the provisions of this resolution, are hereby repealed to the extent of such inconsistency.
6 Section 6. Emergency Clause. The ability to have an adequate Dash Tiller Truck from the Little Rock
7 Fire Department properly equipped and in working order is essential to the public health, safety and
8 welfare; an emergency is, therefore, declared to exist and this ordinance shall be in full force and effect
9 from and after the date of its passage.
