21779 / l 1 ORDINANCE NO.21;779 2 3 TO DISPENSE WITH COMPETITIVE SELECTION; TO AUTHORIZE A 4 ONE (1)-YEAR EXTENSION OF THE PILOT AGREEMENT FOR A 5 BRIDGE TO WORK WITH CANVAS COMMUNITY CHURCH; TO 6 DECLARE AN EMERGENCY; AND FOR OTHER PURPOSES. 7 8 WHEREAS, in Little Rock, Ark., Ordinance No. 21,711 (March 19, 2019), the City of Little Rock, 9 Arkansas, ("the City") authorized a Sole-Source Agreement with Canvas Community Church for a pilot 10 program commonly known as "A Bridge to Work," and authorized the entry into a Memorandum of 11 Understanding("MOU")for this purpose;and, 12 WHEREAS,the initial time frame for this program has ended; however, there is still more data and 13 information the City needs to collect and review as it makes policy determinations on whether and how to 14 continue such a program; and, 15 WHEREAS, Canvas Community Church is willing to assist the City with the continuation of this 16 program for an additional year as set forth below; and, 17 WHEREAS,because of the excellent work that Canvas Community Church has done to-date,and the 18 manner in which this program has been implemented, it would be impractical and unfeasible to select 19 another entity to operate the program during this pilot period. 20 NOW, THEREFORE,BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY 21 OF LITTLE ROCK,ARKANSAS: 22 Section 1. The City Clerk, City Manager and Mayor, as necessary, are authorized to enter into an 23 MOU with Canvas Community Church to operate A Bridge to Work Program through the Public Works 24 Department as a continuation of the program approved in Little Rock,Ark.,Ordinance No. 21,711 (March 25 19,2019): 26 (a) September 28, 2019, to December 31, 2019, in an amount not to exceed Forty Thousand Dollars 27 ($40,000.00) in expenses; and, 28 (b) January 1, 2020, to September 26, 2020, in an amount not to exceed One Hundred Twenty 29 Thousand Dollars($120,000.00)in expenses. 30 Section 2. The funds for this continuation of the pilot program shall come from Account No. 108129- 31 S100080 and shall not exceed One Hundred Sixty Thousand Dollars($160,000.00). 32 Section 3. The operation of the program shall be the same as set forth in Section 3 of Little Rock, 33 Ark., Ordinance No.21,711 (March 19,2019). [Page 1 of 2] 1 Section 4. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, 2 or word of this ordinance is declared or adjudged to be invalid or unconstitutional, such declaration or 3 adjudication shall not affect the remaining portions of the ordinance which shall remain in full force and 4 effect as if the portion so declared or adjudged invalid or unconstitutional was not originally a part of the 5 ordinance. 6 Section 5. Repealer. All laws,ordinances,resolutions,or parts of the same,that are inconsistent with 7 the provisions of this resolution,are hereby repealed to the extent of such inconsistency including,but not 8 limited to,Little Rock,Ark., Ordinance No. 21,711 (March 19, 2019). 9 Section 6. Emergency Clause.
