3 A RESOLUTION AMENDING CERTAIN PARTS OF THE CITY OF
4 LITTLE ROCK'S PARKS AND RECREATION MASTER PLAN OF JULY
5 17,2001; AND FOR OTHER PURPOSES.

7 WHEREAS, the City adopted the Little Rock Parks and Recreation Master Plan of July 17, 2001
8 ("Master Plan"),by Ordinance No. 18,528;and,
9 WHEREAS,Page 26 and Table 1.2 of the Master Plan characterize the City's River Market Hall and
10 adjacent pavilions as being"special facilities"within Riverfront Park,one of the City's Parks;and,
11 WHEREAS, the Little Rock Advertising and Promotion Commission ("Commission") has long
12 managed and operated the City's River Market Hall and pavilions, not the City's Parks and Recreation
13 Department; and,
14 WHEREAS,the City and Commission wish to explore possible new uses for and physical updates to
15 the River Market Hall and adjacent pavilions;and,
16 WHEREAS, in order for the City and Commission to enjoy full flexibility in exploring possible new
17 uses for and physical updates to the River Market Hall and adjacent pavilions, re-evaluation of the River
18 Market's inclusion within Riverfront Park is appropriate; and,
19 WHEREAS, Ordinance No. 18,528 authorizes the amendment of certain parts of the Master Plan by
20 resolution so long as such change does not amend a formal section of said ordinance.
21 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
22 OF LITTLE ROCK,ARKANSAS:
23 Section 1. The Little Rock Parks and Recreation Master Plan of July 17, 2001, is amended to remove
24 the City's River Market Hall and pavilions (located in the southern one-half of Block 1 of Pope's
25 Addition) from being within Riverfront Park and to confirm their not being considered or constituting a
26 City Park, see Exhibit A.
27 Section 2. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
28 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
29 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
30 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
31 resolution.
32 Section 3. Repealer. All laws, ordinances, or resolutions, or parts of the same that are inconsistent
33 with the provisions of this resolution are hereby repealed to the extent of such inconsistency.
