3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO
4 EXECUTE AN ARCHITECTURAL SERVICES AGREEMENT WITH
5 WITTENBERG, DELONY & DAVIDSON, INC., TO PROVIDE
6 ARCHITECTURAL SERVICES FOR THE LITTLE ROCK POLICE
7 DEPARTMENT HEADQUARTERS PROJECT; AND FOR OTHER
8 PURPOSES.

10 WHEREAS, the City's Request for Qualifications, Bid No. 585 ("RFQ") was issued for
II Architectural Services for the City of Little Rock's Little Rock Police Department Headquarters Project;
12 and,
13 WHEREAS, pursuant to this RFQ, the Selection Review Committee selected Wittenberg, Delony&
14 Davidson, Inc. (WD&D) from the candidates submitting proposals, and a recommendation to select
15 WD&D for this project was submitted to the City Manager for approval;and,
16 WHEREAS, WD&D has the required professional skill and judgment, and is willing to work with
17 the City and the Construction Manager chosen for this project in a relationship of trust and cooperation,
18 and in accordance with Arkansas State Law and the City of Little Rock's Ordinance; and,
19 WHEREAS,the contract fee for the Architectural Services is anticipated not to exceed the amount of
20 Four Hundred Seventy-Nine Thousand Dollars($479,000.00); and,
21 WHEREAS, in order to complete the project and to make the McFadden Building fully functional as
22 quickly as possible, WD&D's services will include Furniture, Furnishings and Equipment Design
23 Services which includes, but is not limited to, furniture design selections, furniture bid package review,
24 ordering procurement, delivery coordination, installation observation and coordination and punch out of
25 all installed furniture for the project;and,
26 WHEREAS, City Staff will present to the City Board of Directors for approval the final Guaranteed
27 Maximum Price(GMP) for the project,the Architect's Fee,and the final costs and reimbursable expenses
28 for the architectural services of this project when a firm Construction Budget is established.
29 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
30 OF LITTLE ROCK,ARKANSAS:
31 Section 1. The Board of Directors hereby authorizes the City Manager to execute an Architectural
32 Services Agreement with Wittenberg, Delony & Davidson, Inc., for Architectural Services in an amount
33 not to exceed Four Hundred Seventy-Nine Thousand Dollars ($479,000.00); for the renovation of the
34 McFadden Building to house the headquarters for the Little Rock Police Department.

1 Section 2. Wittenberg, Delony & Davidson, Inc.'s, services will include Furniture, Furnishings and
2 Equipment Design Services.
3 Section 3. Funding for this project is from the %-Cent Capital Improvement Sales and
4 Compensating Use Tax Funds as authorized by Resolution No. 13,343, and is available from Account No.
5 326529-TS52A28.
6 Section 4. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
7 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
8 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
9 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
10 resolution.
11 Section 5. Repealer. All laws, ordinances, resolutions, or pails of the same, that are inconsistent
12 with the provisions of this resolution, are hereby repealed to the extent of such inconsistency.
