3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO
4 EXECUTE A CONSTRUCTION MANAGEMENT SERVICES
5 AGREEMENT WITH BALDWIN & SHELL CONSTRUCTION
6 COMPANY FOR PRE-CONSTRUCTION SERVICES FOR THE LITTLE
7 ROCK POLICE DEPARTMENT HEADQUARTERS PROJECT; AND
8 FOR OTHER PURPOSES.

10 WHEREAS,the City's Request for Qualifications, Event No. 361 (RFQ)was issued for the selection
I I of a Construction Manager to provide Design Assistance, Pre-Construction, General Contractor and
12 Complete Construction Management Services for the City of Little Rock's Little Rock Police Department
13 Headquarters Project; and,
14 WHEREAS, pursuant to this RFQ, the Selection Review Committee selected Baldwin & Shell
15 Construction Company (Baldwin & Shell) from the candidates submitting proposals, and a
16 recommendation to select Baldwin & Shell for this project was submitted to the City Manager for
17 approval;and,
18 WHEREAS, Baldwin & Shell has the required professional skill and judgment, and is willing to
19 work with the City and the City's architect in a relationship of trust and cooperation, to ensure that the
20 renovation of the McFadden Building to house the Little Rock Police Department Headquarters is
21 completed within budget, within schedule, and in accordance with Arkansas State Law and the City's
22 Construction Contract Documents; and,
23 WHEREAS, the contract fee for the Pre-Construction Services is anticipated not to exceed the
24 amount of Twenty Thousand, Four Hundred Fifty-Eight Dollars($20,458.00); and,
25 WHEREAS, City Staff will present to the City Board of Directors for approval the final Guaranteed
26 Maximum Price (GMP) for the project, the Construction Management Services Fee, and the final costs
27 and reimbursable expenses for construction of this project when a firm Construction Budget is
28 established.
29 NOW,THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
30 OF LITTLE ROCK,ARKANSAS:
31 Section 1. The Board of Directors hereby authorizes the City Manager to execute a Construction
32 Management Services Agreement with Baldwin & Shell Construction Company for Pre-Construction
33 Services, in an amount not to exceed Twenty Thousand, Four Hundred Fifty-Eight Dollars ($20,458.00)
34 for the renovation of the McFadden Building to house the Little Rock Police Department Headquarters.

1 Section 2. Funding for this project is from the %Cent Capital Improvement Sales and
2 Compensating Use Tax Funds as authorized by Resolution No. 13,343, and is available from Account No.
3 326529-TS52A28.
4 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
5 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
6 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
7 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
8 resolution.
9 Section 4. Repealer. All laws, ordinances, resolutions, or parts of the same, that are inconsistent
10 with the provisions of this resolution,are hereby repealed to the extent of such inconsistency.
