15084 1 RESOLUTION NO. 15,084 2 3 A RESOLUTION TO AUTHORIZE AN AGREEMENT WITH UNITED 4 HEALTHCARE,IN AN AMOUNT NOT TO EXCEED FIFTEEN MILLION 5 DOLLARS ($15,000,000.00), TO PROVIDE HEALTHCARE INSURANCE 6 FOR CITY OF LITTLE ROCK EMPLOYEES AND RETIREES, FOR A 7 PERIOD BEGINNING JANUARY 1, 2020, TO DECEMBER 31, 2020, AND 8 FOR OTHER PURPOSES. 9 10 WHEREAS, the Board of Directors of the City of Little Rock, Arkansas, decided in 2017 that the 11 Insurance Broker selected through the Professional Service Process would have the ability to conduct any 12 competitive selection process for the City of Little Rock's ("City") insurance needs in Little Rock, Ark., 13 Ordinance No. 21,442(July 5,2017); and, 14 WHEREAS, in 2019, Stephens Insurance,LLC,the City's properly selected Insurance Broker, issued 15 two (2) bids for the City's health insurance needs which included, among other things, proposals for a 16 Traditional Insurance Policy,and proposals for a Self-Insured Plan;and, 17 WHEREAS, it has been determined that the Health Insurance Plan offered by United Healthcare 18 ("UHC") — the company which currently has the City's contract, without patient care management and 19 coordination services, serves the best interests of the City; and, 20 WHEREAS, it has been determined that the patient care management and coordination program of 21 Arkansas Health Network,LLC,and Arkansas Children's Care Network serves the best interest of the City 22 in terms of providing a clinically integrated network to improve the quality and efficiency of healthcare 23 delivery. 24 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY 25 OF LITTLE ROCK,ARKANSAS: 26 Section 1. The City Manager is authorized to enter into an agreement with UHC for 2020 to provide 27 Health Care Insurance Coverage for City of Little Rock employees and retirees, and, if desired by the 28 employee,their eligible dependents, in an amount not to exceed Fifteen Million Dollars($15,000,000). 29 Section 2. Funds for the Health Insurance Program set forth in Section 1 are available in each 30 Department Budget Account No. 53100. 31 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or 32 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or 33 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and [Page 1 of 21 1 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the 2 ordinance. 3 Section 4. Repealer.
