3 TO AUTHORIZE THE CITY MANAGER TO EXECUTE A ONE (1)-
4 YEAR LEASE, WITH AN OPTION TO REVIEW FOR ONE (1)
5 ADDITIONAL YEAR, IN THE AMOUNT OF ONE HUNDRED
6 SEVENTY-THREE THOUSAND, TWO HUNDRED EIGHTY DOLLARS
7 ($173,280.00), FOR PROPERTY OWNED BY THE INSTITUTE IN BASIC
8 LIFE PRINCIPALS, INC., TO PROVIDE OFFICE SPACE FOR THE
9 LITTLE ROCK POLICE DEPAR'T'MENT; AND FOR OTHER
10 PURPOSES.

12 WHEREAS, the Institute in Basic Life Principals, Inc.. ("IBLP") owns property located at 300 East
13 Roosevelt Road in Little Rock, Arkansas, and is willing to lease approximately 12,440 square-feet of
14 Office zdpace for use by the Little Rock Police Department's Downtown Division; and,
15 WHEREAS, IBLP offered to lease this Office Space to the City of Little Rock for an annual rental
16 fee of Twelve Dollars($12.00) per square-foot, plus a monthly maintenance fee of Two Thousand Dollars
17 ($2,000.00) per month; and,
18 WHEREAS, the Little Rock Police Department's Downtown Division Office is currently located at
19 300 East Roosevelt Road, and suitable office space has not been located in the area as an alternative to
20 continuing the City's current lease with IBLP; and,
21 WHEREAS, the Little Rock Board of Directors recognize the importance of providing office space
22 for this Police Department Division in the downtown area and desires to lease approximately 12,440
23 square-feet of Office Space from IBLP for the proposed annual rental fee of One Hundred Forty-Nine
24 Thousand, Two Hundred Eighty Dollars ($149,280.00) and the Two Thousand Dollar ($2,000.00)
25 Monthly Maintenance Fee.
26 NOW,THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
27 OF LITTLE ROCK,ARKANSAS:
28 Section 1. The Board of Directors hereby authorizes the City Manager to enter into an agreement
29 with the Institute in Basic Life Principals, in a form to be approved by the City Attorney, for the lease of
30 approximately 12,440 square-feet of Office Space located at 300 East Roosevelt Road in Little Rock for a
31 total amount of One Hundred Seventy-Three Thousand, Two Hundred Eighty Dollars ($173,280.00) for
32 one (1)-year. The lease term shall be May 1, 2019. through and including April 30, 2020, with the one
33 (1)-year lease option, if exercised, beginning May 1. 2020. through and including April 30, 2021.

1 Section 2. Funds for annual rental agreement of One Hundred Forty-Nine Thousand, Two Hundred
2 Eighty Dollars ($149,280.00), plus the Monthly Maintenance Fee of Two Thousand Dollars ($2,000.00)
3 per month,for a total annual expense not to exceed One Hundred Seventy-Three Thousand,Two Hundred
4 Eighty Dollars($173,280.00) have been appropriated in the Police Department's Operating Budget. One
5 Hundred Forty-Nine Thousand,Two Hundred Eighty Dollars($149,280.00) in funding is available in the
6 Departmental Budget Account No. 105255-65140 and the remaining Twenty-Four Thousand, Eight
7 Hundred Eighty Dollars($24,880.00)will be provided from the equitable sharing accounts.
8 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
9 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
10 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
11 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
12 resolution.
13 Section 4. Repealer. All laws, ordinances, resolutions, or parts of the same, that are inconsistent
14 with the provisions of this resolution,are hereby repealed to the extent of such inconsistency.
