3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO
4 EXECUTE A LEASE AGREEMENT WITH BEN NELSON GOLF AND
5 UTILITY VEHICLES, IN AN ANNUAL AMOUNT OF ONE HUNDRED
6 FORTY-SIX THOUSAND, TWO HUNDRED EIGHTY-TWO AND 40/100
7 DOLLARS ($146,282.40), FOR THE LEASING OF GOLF CARTS,
8 UTILITY VEHICLES, A BALL PICKER CART AND A
9 CONCESSION/REFRESHMENT CART FOR THE CITY OF LITTLE
10 ROCK'S GOLF COURSES; AND FOR OTHER PURPOSES.

12 WHEREAS, Golf Carts at the City's Rebsamen, Hindman and War Memorial Golf Courses have
13 been leased since 1998 to the present, which has consisted of seven (7) consecutive contracts of one (1)-
14 year leases with the option to extend for two(2)additional years; and,
15 WHEREAS, this approach has proven to be efficient as well as economical, and customer
16 satisfaction has increased; and,
17 WHEREAS,the Parks&Recreation Department proposes that the City Manager enter into a one(1)-
18 year lease with the option to extend for three(3)additional years; and,
19 WHEREAS,the current lease expires on July 15,2019; and,
20 WHEREAS, the City of Little Rock issued Request for Proposals ("RFP"), Bid No. 426, for the
21 leasing of seventy-seven (77) Electric (lithium-ion) Golf Carts (fifty-two (52) with GPS & permanent
22 built-in tow bars), fifteen (15) Gas Golf Carts (with GPS & permanent built-in tow bars), one (1), four
23 (4)-person Electric Golf Cart, one (1) Gas Utility Cart, five (5) Heavy-Duty Diesel Utility Carts, one (1)
24 Ball Picker Gas Utility Cart and one(1) Concession/Refreshment Utility Cart for the City's Golf Courses;
25 and,
26 WHEREAS, through this competitive selection process, it was determined that Ben Nelson Golf and
27 Utility Vehicles, was the lowest responsible and responsive bidder on Bid No. 426 out of two (2) bids
28 opened on April 18,2019, for this equipment.
29 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
30 OF LITTLE ROCK,ARKANSAS:
31 Section 1. The City Manager is hereby authorized to enter into a one (1)-year lease agreement, with
32 the option to extend for three (3) additional years, with Benton Nelson Golf and Utility Vehicles, in an
33 annual amount not to exceed One Hundred Forty-Two Thousand, Two Hundred Eighty-Two and 40/100

1 Dollars ($142,282.40), for the leasing of seventy-seven (77) Electric (lithium-ion) Golf Carts (fifty-two
2 (52)with GPS &permanent built-in tow bars), fifteen (15) Gas Golf Carts (with GPS &permanent built-
3 in tow bars), one (1), four (4)-person Electric Golf Cart, one (1) Gas Utility Cart, five (5) Heavy-Duty
4 Diesel Utility Carts, one (1) Ball Picker Gas Utility Cart and one (1) Concession/Refreshment Utility
5 Cart.
6 Section 2. Funds are available from the Golf General Fund Operating Budget.
7 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
8 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
9 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
10 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
11 resolution.
12 Section 4. Repealer. All laws, ordinances, resolutions, or parts of the same,that are inconsistent with
13 the provisions of this resolution,are hereby repealed to the extent of such inconsistency.
14 Section 5. This resolution will be in full force and effect from and after the date of its adoption.
