Members Present: Chair Ted Holder Vice Chair Jeremiah Russell Lauren Frederick Robert Hodge (in at 5:06) Frances McSwain Members Absent: Dale Pekar Amber Jones City Attorney: Sherri Latimer Staff Present: Brian Minyard Citizens Present: Anna Mattei Beryl Rushefsky Approval of Minutes Vice Chair Jeremiah Russell made a motion to approve the March 11, 2019 minutes as corrected. Commissioner Frances McSwain seconded and the motion passed with a vote of 5 ayes, 0 noes, and 2 absent (Pekar, Jones, and Hodge). Other Matters Enforcement issues Staff had none to report to the Commission. Certificates of Compliance A spreadsheet was distributed to the Commission earlier. Discussion on the need to revise the Rehab Section of the Guidelines for Rehabilitation and New Construction The commission engaged in a discussion of what needed to be changed in the guidelines to bring them closer to the Infill guidelines that have recently been updated, to bring them closer towards the Secretary of Interior Standards, and to use more of a pattern book approach to the guidelines. There was a mention of requesting that AHPP attend the meetings if possible. After Page 2 of 2 the discussion, Chair Ted Holder appointed a "Guideline Revision Committee" for looking at Sections 3 and 4 to consist of Frances Mcswain, Amber Jones, and Vice Chair Jeremiah Russell. Staff will email the three and work up a schedule to meet. The committee will report back to the Commission monthly as to their progress. Mr. Minyard stated that the committee meetings will be open to the public and proper notice of the meetings will be given to the press. The public will be able to comment on the revisions during the public hearings on the draft before the final vote on the guidelines. Area of influence for the Arkansas Arts Center Brian Minyard, Staff, recapped the different times that the area of influence had been changed for projects in the Park. He said that he wanted to clarify with the Commission to keep the regular notice or to modify it. After discussion by the Commissioners and considering the scope of the work, it was decided that the standard notice would apply. The discussion then changed to if individual commissioners would be in the area of influence. Mr. Minyard stated that the only one he knew of was Commissioner Frederick. Citizen Communication Beryl Rushefsky, 1223 S Taylor, spoke to the Commission about the Fair Park area being in the beginning stages of creating a local ordinance district. He is concerned with infill construction and changes to the houses. Commissioner Frances Mcswain thanked them for coming and said that she always admired Oak Forest and that the area needed protection.
