3 AN ORDINANCE TO AMEND LITTLE ROCK, ARK. ORDINANCE NO.
4 21,683 (DECEMBER 18, 2018), TO ADJUST THE FISCAL YEAR 2019
5 BUDGET ORDINANCE TO REFLECT REVENUE AND EXPENDITURE
6 ADJUSTMENTS FOR THE GENERAL AND STREET FUNDS; TO
7 DECLARE AN EMERGENCY; AND FOR OTHER PURPOSES.

9 WHEREAS, the City approved a Comprehensive Budget for the City of Little Rock, Arkansas, in
10 Little Rock,Ark.,Ordinance No.21,683 (December 18,2018); and,
11 WHEREAS, it is appropriate to adjust the ordinances to reflect operational changes in the General
12 Fund and Street Fund, and where necessary to authorize the increase or decrease in the Fiscal Year 2019
13 line items for these and other matters; and,
14 WHEREAS,the Mayor, City Manager and the Director of Finance &Treasurer, in compliance with
15 City Budget and Financial Reporting Policies, have reviewed these adjustments and recommend them to
16 the Board of Directors for approval.
17 NOW, THEREFORE,BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY
18 OF LITTLE ROCK,ARKANSAS:
19 Section 1. General Fund Section 5 of Little Rock,Ark.,Ordinance No.21,683 (December 18,2018)
20 is hereby amended so the General Fund Operating Resources amount will increase by One Hundred,Eighty-
21 Four Thousand,Nine Hundred Fifty Dollars ($184,950.00)to Two Hundred Ten Million, Eight Hundred
22 Eight Thousand, Two Hundred Twenty-Two Dollars ($210,808,222.00), and to reflect decreases in
23 Operating Budgets for General Fund Departments of Two Million, Eighty-Nine Thousand, One Hundred
24 Forty-Five Dollars ($2,089,145.00)to Two Hundred Eight Million, Five Hundred Thirty-Four Thousand,
25 One Hundred Twenty-Seven Dollars($208,534,127.00)
26 Section 2. Street Fund Section 5 of Little Rock, Ark., Ordinance No. 21,683 (December 18, 2018)
27 is hereby amended so the Street Fund Operating Uses amount will increase by Five Hundred Thousand
Ninety-Nine Thousand, One Hundred Fifty-Eight Dollars

30 Section 3. Records. The Director of Finance &Treasurer is directed to maintain appropriate records
31 which provide greater detail for the adjustments set forth in this ordinance and as reflected in the materials
32 provided to the Board of Directors on May 7,2019,and May 14,2019.
33 Section 4. The Mayor,City Manager and Finance Director are directed to utilize any excess net revenue
34 to increase the City's General Fund Balance(Reserve)at year-end.

1 Section 5. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
2 word of this ordinance is declared or adjudged to be invalid or unconstitutional, such declaration or
3 adjudication shall not affect the remaining portions of the ordinance which shall remain in full force and
4 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
5 ordinance.
6 Section 6. Repealer. All ordinances, resolutions, bylaws, and other matters inconsistent with this
7 ordinance are hereby repealed to the extent of such inconsistency.
8 Section 7. Emergency Clause. The City's ability to properly maintain its budgets and to account for
9 its funds is essential to maintain the public health, safety and welfare; an emergency is, therefore, declared
10 to exist and this ordinance shall be in full force and effect from and after the date of its passage.
