21723r- 1 ORDINANCE NO. 21,723 2 3 A ORDINANCE TO DECLARE IT IMPRACTICAL AND UNFEASIBLE 4 TO BID; TO AUTHORIZE THE CITY MANAGER TO EXTEND A ONE 5 (1)-YEAR SOLE-SOURCE AGREEMENT WITH CITY YEAR, INC., AND 6 THE CITY YEAR AMERICORPS MEMBERS, IN AN AMOUNT NOT TO 7 EXCEED ONE HUNDRED THOUSAND DOLLARS ($100,000.00), 8 RELATIVE TO THE CITY'S EDUCATIONAL INITATIVE FOR USE BY 9 THE LITTLE ROCK SCHOOL DISTRICT; AND FOR OTHER 10 PURPOSES. 11 12 WHEREAS, there is an educational need to provide single-point solutions to address a school or 13 student's needs, utilizing City Year's holistic approach,the Whole School Whole Child(WSWC)Model, 14 is designed to meet students' academic and social-emotional needs by providing support at the individual 15 student,classroom, at whole-school levels; and, 16 WHEREAS,WSWC creates pathways to keep students in school and on-track to graduate by ensuring 17 direct student support and providing schools with the additional capacity to create positive, school-wide 18 learning environments; and, 19 WHEREAS,at the core of this model Program are the City Year AmeriCorps members,who provide 20 full-time support from before the first bell through the conclusion of afterschool programming.AmeriCorps 21 members function as "near peers" and build close, high-impact relationships with students by providing a 22 consistent presence in the students' lives and in the physical school building combined with thoughtfully 23 integrated programming to improve school climate and culture to foster a school environment that is more 24 conducive for positive communication, learning, and student success; and, 25 WHEREAS,in Little Rock,City Year AmeriCorps members are currently working with 4,500 students 26 through this model Program in six (6) schools: Mabelvale Elementary; Cloverdale Middle; Mabelvale 27 Middle; Hall High; McClellan High; and J.A. Fair High Schools; and at Mabelvale Elementary, 28 AmeriCorps members are working as student success coaches with 490 students, providing full-time 29 classroom support as well as 1:1 tutoring and interventions with students who have been uniquely identified 30 as"off-track"by teachers and school administrators. 31 NOW,THEREFORE,BE IT ORDAINCED BY THE BOARD OF DIRECTORS OF THE CITY 32 OF LITTLE ROCK,ARKANSAS: 33 Section 1. The Board of Directors hereby authorizes the City Manager to enter into an Agreement to 34 provide funding support for this model Program in an amount not to exceed One Hundred Thousand Dollars [Page 1 of 2] 1 ($100,000.00) with City Year, Inc., to establish an educational program whereby City Year AmeriCorps 2 members provide single-point solutions to address a school or student's needs and designed to meet 3 students' academic and social-emotional needs by providing support at the individual student, classroom, 4 and whole-school levels and to create school-wide learning environments. 5 Section 2.Funds for this program is available through the Community Programs Department Account 6 No. 108159-S 15C053. 7 Section 3. Because of City Year's unique approach with educational organizations in the area, the 8 Board of Directors declares it is impractical and unfeasible to submit this model to competitive bids. 9 Section 4. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or 10 word of this ordinance is declared or adjudged to be invalid or unconstitutional, such declaration or 11 adjudication shall not affect the remainingportions of the ordinance which shall remain in full force and 12 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the 13 ordinance. 14 Section 5. Repealer. All laws,ordinances,resolutions,or parts of the same,that are inconsistent with 15 the provisions of this resolution, are hereby repealed to the extent of such inconsistency. 16 Section 6. Emergency Clause. The ability to have an adequate educational model with members 17 properly equipped to interact effectively is essential to the public health, safety and welfare;an emergency 18 is, therefore, declared to exist and this ordinance shall be in full force and effectfrom and after the date of 19 its passage. 20 PASS I• ;pri116,2019 21 i.
