3 A RESOLUTION TO AWARD A CONTRACT FOR PUBLIC
4 RELATIONS AND ADVERTISING DESIGN AND
s CONSULTATION SERVICES FOR THE LITTLE ROCK ZOO TO
6 BLACKWOOD AND COMPANY, LLC; AND FOR OTHER
7 PURPOSES.

9 WHEREAS, the Zoo Board of Governors has the responsibility of advising the City
1 o Board of Directors on matters concerning the operation and maintenance of the Little Rock
1 I Zoo and recommending to the Board policies and plans for the maintenance or expansion
12 of Zoo facilities and programs, and
I 3 WHEREAS, the Zoo Director and Board of Governors of the Zoo have determined
14 that a need exists to promote the many new projects, exhibits and events that now are or
15 shortly will be enhancing the Zoo and have budgeted for such promotion, public relations
16 and advertising expense in 2005, and
17 WHEREAS, after a competitive selection process, Blackwood and Company LLC
18 was selected by a selection committee to provide public relations and advertising design
19 and consultation services for a one -year period for a maximum contract amount of $70,000.
20 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS OF
21 THE CITY OF LITTLE ROCK, ARKANSAS:
22 Section 1. The Board of Directors hereby authorizes the City Manager to enter into
23 a one -year contract with Blackwood and Company, LLC for advertising design and
24 consultation and public relations services for the Little Rock Zoo in the amount of Seventy
25 Thousand Dollars ($70,000).

I Section 2. Funds for such services are to be allocated from the following Zoo
2 accounts: No. 607 235 3136 2130, $5,000; No. 607 235 3136 5140, $54,000; No. 607 235 3132
3 5140, $1,000; No. 607 235 3131 5140, $1,000; No. 607 235 3135 5140, $9,000.
4 Section 3. Severability. In the event any title, section, paragraph, item, sentence,
5 clause, phrase, or word of this resolution is declared or adjudged to be invalid or
6 unconstitutional, such declaration or adjudication shall not affect the remaining portions of
7 the resolution which shall remain in full force and effect as if the portion so declared or
s adjudged invalid or unconstitutional were not originally a part of the resolution.
9 Section 4. Repealer. All laws, ordinances, resolutions, or parts of the same, that are
10 inconsistent with the provisions of this resolution, are hereby repealed to the extent of such
11 inconsistency.
