21711 I _ 1 ORDINANCE NO. 21,711 2 3 AN ORDINANCE TO AUTHORIZE THE MAYOR OR CITY MANAGER 4 TO ENTER INTO A MEMORANDUM OF UNDERSTANDING WITH 5 CANVAS COMMUNITY CHURCH, IN AN AMOUNT NOT TO EXCEED 6 EIGHTY THOUSAND DOLLARS ($80,000.00), FOR THE PERSONS 7 EXPERIENCING HOMELESSNESS PILOT PROJECT; AND FOR 8 OTHER PURPOSES. 9 10 WHEREAS,homelessness is a significant public issue for many Little Rock citizens; and, 11 WHEREAS, the City of Little Rock ("City") supports and encourages programs that address the 12 critical health and safety needs of homeless individuals; and, 13 WHEREAS,the City and the Canvas Community Church("Canvas")wish to combine their resources 14 to develop a pilot project to help ensure that Little Rock persons experiencing homelessness have a work 15 opportunity and access to support services; and, 16 WHEREAS,Canvas has created a program providing homeless persons with paid work opportunities 17 by picking up debris in designated areas within the City of Little Rock("Program"). 18 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY 19 OF LITTLE ROCK,ARKANSAS: 20 Section 1. The funds for this pilot program will come from the City's Public Works Department, 21 Account No. 108129-S 100080, in an amount not to exceed Eighty Thousand Dollars($80,000.00). 22 Section 2. The term of the Memorandum of Understanding ("MOU") between the City and Canvas 23 shall commence on the Execution Date of the MOU and shall expire on September 27,2019. The Program 24 which provides persons experiencing homelessness with paid work opportunities to beautify City by 25 picking up debris in designated areas within the City shall commence on April 1,2019,and shall terminate 26 on September 27,2019. 27 Section 3. Pursuant to the MOU, Canvas' homeless program("the Project")shall operate as follows: 28 a. The Project shall operate three(3)days each week for each week of the Project. 29 b. Each day of the Project, two (2) supervisors shall oversee the participants and pick them 30 up, take them to the work site(s), and drop them off at the end of the participants' work 31 day. 32 c. The daily schedule for the supervisors shall be from 8:00 AM to 3:00 PM. 33 d. The participants shall work from 9:00 AM to 2:00 PM. [Page 1 of 2] 1 e. The Canvas shall pay each participant daily at the drop-off point at the end of the day. 2 f. Canvas shall pay each supervisor at a rate of Eleven Dollars ($11.00)per hour for six(6) 3 hours per day. 4 g. Canvas shall pay each participant at a rate of Nine and 25/100 Dollars($9.25)per hour for 5 a maximum of four(4)hours per day. 6 h. Canvas shall provide information about various local services to the participants with the 7 goal of ending their status of homelessness. 8 Section 3.The City shall pay Canvas payment for the first two(2)months on or before March 25,2019. 9 After that date, Canvas shall submit reimbursement requests to the appropriate City Official on or before 10 the 10th of each of the subsequent four(4)months beginning on May 10, 2019. The City agrees to pay the 11 remaining funds to Canvas on the last day of May, June,July and August 2019. 12 Section 4. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or 13 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or 14 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and 15 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the 16 resolution. 17 Section 5. Repealer.
