3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER
4 INTO A CONTRACT WITH SUPERION, LLC, TO PROVIDE FALSE
5 ALARM TRACKING AND BILLING SERVICES; AND FOR OTHER
6 PURPOSES.

8 WHEREAS, the Little Rock Board of Directors passed the False Alarm Reduction Ordinance
9 (Ordinance No. 19,331)on June 7,2005,to reduce false alarms; and,
10 WHEREAS, the City's 911 Answering System receives approximately 250,000 calls per year, of
11 which over 35,000 are from alarms; and,
12 WHEREAS,of these 35,000 calls from alarm systems, over 90%are false alarms; and,
13 WHERAS, it has been determined that billing for excessive false alarms reduces the number of false
14 alarms annually; and,
15 WHEREAS,the number of false alarms in 2018 were 28.5% less than in 2017.
16 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
17 OF LITTLE ROCK,ARKANSAS:
18 Section 1. The City Manager is authorized to enter into an agreement with Superion, LLC,to provide
19 registration of alarm systems,billing, and notification of false alarm and non-registered alarm systems.
20 Section 2. The agreement will be based on a revenue share process where contractor shall be paid as
21 a designated percentage of the revenues generated by the contractor.
22 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
23 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
24 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
25 effect as if the portion so declared or adjudged invalid or unconstitutional was not originally a part of the
26 resolution.
27 Section 4. Repealer. All resolutions, bylaws, and other matters inconsistent with this resolution are
28 hereby repealed to the extent of such inconsistency.
