3 AN ORDINANCE TO DECLARE IT IMPRACTICAL AND UNFEASIBLE
4 TO BID; TO AUTHORIZE THE CITY MANAGER TO ENTER INTO A
5 CONTRACT WITH CRUSE UNIFORMS AND EQUIPMENT, IN THE
6 AMOUNT OF FOUR HUNDRED THOUSAND,SIX HUNDRED FOUR AND
7 45/100 DOLLARS ($400,604.45), FOR THE PURCHASE OF UNIFORMS,
8 RELATED DUTY GEAR AND BULLET PROOF VESTS FOR 2019 FOR
9 THE LITTLE ROCK POLICE DEPARTMENT; AND FOR OTHER
10 PURPOSES.

12 WHEREAS, the Little Rock Police Department ("LRPD") has made a determination about the best
13 type of Uniforms,Duty Gear and Bullet Proof Vests to be used by its Officers; and,
14 WHEREAS, it is necessary for LRPD to purchase Uniforms, Duty Gear and Bullet Proof Vests
15 throughout the year as new personnel are hired and existing personnel are transferred or as replacement
16 items are needed; and,
17 WHEREAS,the Uniforms,Duty Gear and Bullet Proof Vests selected by the Department may only be
18 sold within the State of Arkansas by Cruse Uniforms and Equipment, which makes it impractical and
19 unfeasible to submit this purchase to a competitive bidding process; and,
20 WHEREAS, the Four Hundred Thousand, Six Hundred Four and 45/100 Dollars ($400,604.45) for
21 2019 Uniforms,Duty Gear and Bullet Proof Vest for new recruits, personnel transfers and replacement as
22 needed, is appropriate.
23 NOW,THEREFORE,BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY
24 OF LITTLE ROCK,ARKANSAS:
25 Section 1. The City Manager is authorized to purchase the 2019 Uniforms, related Duty Gear and
26 Bullet Proof Vests from Cruse Uniforms and Equipment for an amount not to exceed Four Hundred
27 Thousand, Six Hundred Four and 45/100 Dollars($400,604.45).
28 Section 2. Funds for this purchase are available in the Little Rock Police Department Training
29 Division Budget, in the Uniform Account No. 105220-60030, Three Hundred Fifteen Thousand, Three
30 Hundred Seventy-Five Dollars ($315,375.00); and, 2017 Justice Assistance Grant, Account No. G35160,
31 Fifty-Three Thousand, Nine Hundred Sixty Dollars ($53,960.00); and the 2018 Bullet Proof Vest
32 Partnership,Thirty-One Thousand,Two Hundred Sixty-Nine and 45/100 Dollars($31,269.45).

1 Section 3. Because Cruse Uniforms & Equipment is the only dealer authorized to sell particular
2 models,Uniforms, related Duty Gear and Bullet Proof Vests within the State of Arkansas, it is determined
3 to be impractical and unfeasible to submit this purchase to a competitive bid process.
4 Section 4. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
5 word of this ordinance is declared or adjudged to be invalid or unconstitutional, such declaration or
6 adjudication shall not affect the remaining portions of the ordinance which shall remain in full force and
7 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
8 ordinance.
9 Section 5. Repealer. All laws, ordinances,resolutions,or parts of the same,that are inconsistent with
10 the provisions of this ordinance, are hereby repealed to the extent of such inconsistency.
