3 AN ORDINANCE TO DECLARE IT IMPRACTICAL AND UNFEASIBLE
4 TO BID; TO AUTHORIZE THE CITY MANAGER TO ISSUE A SOLE-
5 SOURCE PURCHASE ORDER TO THE LILLY COMPANY, IN AN
6 AMOUNT NOT TO EXCEED SEVENTY-SIX THOUSAND, SEVEN
7 HUNDRED FIFTY DOLLARS ($76,750.00),FO THE PURCHASE OF TWO
8 (2) GO-4 INTERCEPTOR CARTS FOR USE BY THE PUBLIC WORKS
9 PARKING ENFORCEMENT DIVISION; AND FOR OTHER PURPOSES.

11 WHEREAS, Public Works Parking Enforcement Division has a need to purchase two (2) GO-4
12 Interceptor Carts that will replace aged,high maintenance units currently in the City's fleet;and,
13 WHEREAS, The Lilly Company is the only distributor for the GO-4 Interceptor Cart which meets.
14 Departmental specifications.
15 NOW,THEREFORE,BE IT ORDAINDED BY THE BOARD OF DIRECTORS OF THE CITY
16 OF LITTLE ROCK,ARKANSAS:
17 Section 1. The Board of Directors hereby authorizes the City Manager to purchase two (2) GO-4
18 Interceptor Carts to be used by the Public Works Parking Enforcement Division in an amount not to exceed
19 Seventy-Six Thousand, Seven Hundred Fifty Dollars($76,750.00).
20 Section 2. Funds for this purchase are allocated in the Public Works Special Project Account No.
21 205409-723 00-S40B 623.
22 Section 3. Because The Lilly Company is the only distributor for the GO-4 Interceptor Cart meeting
23 the Departments specifications,the Board of Directors declares it is impractical and unfeasible to submit
24 this purchase to competitive bids.
25 Section 4. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
26 word of this ordinance is declared or adjudged to be invalid or unconstitutional, such declaration or
27 adjudication shall not affect the remaining portions of the ordinance which shall remain in full force and
28 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
29 ordinance.
30 Section 5. Repealer. All laws,ordinances,resolutions, or parts of the same,that are inconsistent with
31 the provisions of this resolution,are hereby repealed to the extent of such inconsistency.
