14913 1 RESOLUTION NO. 14,913 2 3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER 4 INTO CONTRACTS TO PROVIDE PREVENTION INTERVENTION 5 AND TREATMENT FUNDS FOR AFTER-SCHOOL/OUT-OF-SCHOOL 6 TIME YOUTH INTERVENTION PROGRAMS FOR 2019, ENDORSED 7 BY THE COMMISSION ON CHILDREN, YOUTH AND FAMILIES; AND 8 FOR OTHER PURPOSES. 9 10 WHEREAS, as part of the continued efforts to fund special programs with Prevention and 11 Intervention Dollars that will benefit children, youth and families within the City of Little Rock, 12 Arkansas; and, 13 WHEREAS, After-School and Out-of-School Time Programs are part of the Youth Intervention 14 Programs conducted by non-profit organizations located within targeted neighborhoods of the City of 15 Little Rock; and, 16 WHEREAS, after the issuance of "Request for Qualifications (RFQ) Bid No. 18161 — Youth 17 Intervention Programs," nine (9) applicants bid to provide services to Little Rock citizens. Services will 18 be provided to program participant's ages six(6)to seventeen(17)residing within the City of Little Rock; 19 and, 20 WHEREAS,a review committee consisting of citizens and representatives of local community-based 21 organizations met to evaluate the qualifications and responses of the various non-profit organizations of 22 which one (1) applicant represents the highest score in the Southwest target area applied for and one (1) 23 applicant represents the highest score in the West Central target area applied for; and, 24 WHEREAS, the Commission on Children, Youth and Families met to review the recommendations 25 and now endorses the following recommendations for approval; and, 26 WHEREAS,upon the adoption of this resolution,contracts will be negotiated with the organizations. 27 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY 28 OF LITTLE ROCK,ARKANSAS: 29 Section 1. The City Manager is authorized to enter into Contracts with the following two(2)entities 30 in an amount not to exceed Seventy-Five Thousand Dollars ($75,000.00) per organization to provide 31 After-School/Out-of-School Time Youth Intervention Programs for a period of six (6) months beginning 32 January 1, 2019, and ending June 30,2019: 33 1. Boys&Girls Club-Whetstone Southwest [Page 1 of 2] 1 2. Bridge to Success West Central 2 Section 2. Funds for these programs are from the 2019 PIT Allocation, Account No. 108159- 3 S15A923. 4 Section 3. The term for each contract listed in Section 1 of this resolution shall be for a period of six 5 (6) months with a start date of January 1, 2019, and an understanding that the City ratifies, accepts, and 6 will compensate any work done between January 1, 2019, and the effective date of the approved contract. 7 The City, in its sole discretion and upon mutual agreement of the parties, may extend a contract for a one 8 (1), six(6)-month period to begin July 1,2019, and ending December 31,2019. 9 Section 4. All payments are conditioned upon entry into contracts for services that are in a form further, nothingin this resolution prevents the Cityfrom being able to 10 acceptable to the City Attorney; 11 offer similar services to any vendor during 2019 if, in its sole discretion, it decides to do so. 12 Section 5. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or 13 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or 14 adjudication shall not affect the remaining portions of this resolution,which shall remain in full force and 15 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the 16 resolution. 17 Section 6. Repealer.
