14912 1 RESOLUTION NO. 14,912 2 3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER 4 INTO CONTRACTS TO PROVIDE PREVENTION INTERVENTION 5 AND TREATMENT FUNDS FOR AFTER-SCHOOL/OUT-OF-SCHOOL 6 TIME POSITIVE PREVENTION PROGRAMS FOR 2019, ENDORSED 7 BY THE COMMISSION ON CHILDREN, YOUTH AND FAMILIES; AND 8 FOR OTHER PURPOSES. 9 10 WHEREAS, as part of the continued efforts to fund special programs with Prevention and 11 Intervention Dollars that will benefit children, youth and families within the City of Little Rock, 12 Arkansas;and, 13 WHEREAS, After-School and Out-of-School Time Programs are part of the Positive Prevention 14 Programs conducted by non-profit organizations located within targeted neighborhoods of the City of 15 Little Rock; and, 16 WHEREAS, after the issuance of "Request for Qualifications (RFQ) Bid No. 18160 — Positive 17 Prevention Programs," thirteen (13) applicants bid to provide services to Little Rock citizens. Services 18 will be provided to program participant's ages six (6) to seventeen (17) residing within the City in Little 19 Rock,Arkansas; and, 20 WHEREAS,a review committee consisting of citizens and representatives of local community-based 21 organizations met to evaluate the qualifications and responses of the various non-profit organizations of 22 which one(1)applicant represents the highest score in the Midtown area applied for; and, 23 WHEREAS, the Commission on Children, Youth and Families met to review the recommendations 24 and now endorses the following recommendations for approval; and, 25 WHEREAS,upon the adoption of this resolution,contracts will be negotiated with the organization. 26 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY 27 OF LITTLE ROCK,ARKANSAS: 28 Section 1. The City Manager is authorized to enter into Contracts with the following one (1) entity 29 in an amount not to exceed Seventy-Five Thousand Dollars($75,000.00)to provide After-School/Out-of- 30 School Time Positive Prevention Programs for a period of six(6) months beginning January 1, 2019, and 31 ending June 30,2019: 32 1. Boys&Girls Club-Mitchell Midtown 12- 17 33 Section 2. Funds for this program is from the 2019 PIT Allocation, Account No. 108159-S15A923. [Page 1 of 2] 1 Section 3. The term for each contract listed in Section 1 of this resolution shall be for a period of 2 twelve (12) months with a start date of January 1, 2019, and an understanding that the City ratifies, 3 accepts, and will compensate any work done between January 1, 2019, and the effective date of the 4 approved contract. The City, in its sole discretion and upon mutual agreement of the parties, may extend 5 a contract for a one(1), six(6)-month period to begin July 1,2019,and end on December 31, 2019. 6 Section 4. All payments are conditioned upon entry into contracts for services that are in a form 7 acceptable to the City Attorney; further, nothing in this resolution prevents the City from being able to 8 offer similar services to any vendor during 2019 if, it its sole discretion,it decides to do so. 9 Section 5. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or 10 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or 11 adjudication shall not affect the remaining portions of this resolution, which shall remain in full force and 12 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the 13 resolution. 14 Section 6. Repealer.
