3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO ENTER
4 INTO A CONTRACT WITH LANDSCAPE STRUCTURES, INC., FOR A
5 TOTAL CONTRACT AMOUNT OF FOUR HUNDRED SIXTY-FOUR
6 THOUSAND, SEVENTY-EIGHT AND 56/100 DOLLARS ($464,078.56),
7 FOR THE CONTRUCTION AND INSTALLATION OF FOUR (4) PLAY-
8 GROUNDS LOCATED AT HANGER HILL, KANIS, OTTENHEIMER
9 AND RESERVOIR PARKS; AND FOR OTHER PURPOSES.

11 WHEREAS, the Parks & Recreation Department Staff applied for an Arkansas Department of Parks
12 and Tourism's Outdoor Recreation Grant in 2018 for the construction of four(4)new playgrounds; and,
13 WHEREAS,on November 26,2018,the City of Little Rock,Arkansas(the"City")received an award
14 letter from the State of Arkansas; and,
15 WHEREAS,the City held four (4) public hearings in May and June 2018, three (3) of the meetings
16 were specifically held to gather input from groups including seniors and minorities; and,
17 WHEREAS, the projects received support from the public for the construction of four (4) new
18 playgrounds located at Hanger Hill,Kanis,Ottenheimer and Reservoir Parks; and,
19 WHEREAS, the project was quoted through Sourcewell, Agreement No. 030117-LSI for a total
20 contract amount including equipment and installation of Four Hundred Sixty-Four Thousand, Seventy-
21 Eight and 56/100 Dollars ($464,078.56); and,
22 WHEREAS,funding will be provided by Arkansas Department of Parks and Tourism's Outdoor Rec-
23 reation Grants Program for 2018 with a Grant in the amount of Two Hundred Fifty Thousand Dollars
24 ($250,000.00),the City will provide Two Hundred Fifty Thousand Dollars($250,000.00)as the"dollar for
25 dollar" match for the grant using the Account No. 108459-S45A711, and the remaining Thirty-Five
26 Thousand,Nine Hundred Twenty-One and 44/100 Dollars($35,921.44)will fund American Disability Act
27 compliance items at each location.
28 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
29 OF LITTLE ROCK,ARKANSAS:
30 Section 1. The City Manager is authorized to enter into an agreement with Landscape Structures,Inc.
31 in an amount not to exceed a total cost of Four Hundred Sixty-Four Thousand, Seventy-Eight and 56/100
32 Dollars ($464,078.56); for the construction and installation of the four (4) new playgrounds located at:
33 Hanger Hill,Kanis, Ottenheimer and Reservoir Parks.

1 Section 2. Funds for this project will be provided by the Arkansas Department of Parks and Tourism's
2 Outdoor Recreation Grant in the amount of Two Hundred Fifty Thousand Dollars($250,000.00),the City
3 will provide Two Hundred Fifty Thousand Dollars ($250,000.00) as the "dollar for dollar" match for the
4 grant using the Account No. 108459-S45A711, and the remaining Thirty-Five Thousand, Nine Hundred
- and 44/100 Dollars $35 921.44 will fund American DisabilityAct compliance items at each

6 location.
7 Section 3. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
8 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or adju-
9 dication shall not affect the remaining portions of the resolution which shall remain in full force and effect
10 as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the reso-
11 lution.
12 Section 4. Repealer. All laws,ordinances,resolutions,or parts of the same,that are inconsistent with
13 the provisions of this resolution, are hereby repealed to the extent of such inconsistency.
