3 AN ORDINANCE TO ABOLISH AND DISSOLVE THE LITTLE ROCK,
4 ARKANSAS (HEIFER INTERNATIONAL PROJECT) PUBLIC
5 FACILITIES BOARD; PRESCRIBING OTHER MATTERS RELATING
6 THERETO; TO DECLARE AN EMERGENCY; AND FOR OTHER
7 PURPOSES.

9 WHEREAS,under authority granted to the City of Little Rock,Arkansas(the"City")by the Arkansas
10 Public Facilities Boards Act located at Ark. Code Ann. § 14-137-101 et seq. (the"Act"),the City created
11 the City of Little Rock, Arkansas(Heifer Project International)Public Facilities Board(the"Heifer PFB")
12 pursuant to Ordinance No.20,026 (September 16,2008); and,
13 WHEREAS,on December 4,2018,the Heifer PFB passed a resolution recommending that the Heifer
14 PFB be abolished and dissolved; and,
15 WHEREAS,the City believes that the Heifer PFB is no longer needed to perform the functions for
16 which it was formed; and,
17 WHEREAS,the Directors of the Heifer PFB have reported that the Heifer PFB has no outstanding
18 assets or liabilities and that they are not aware of any contractual rights of any persons or organizations that
19 would be impaired by such abolition and dissolution; and,
20 WHEREAS,the City believes it is in the best interest of the public that the Heifer PFB be abolished
21 and dissolved.
22 NOW,THEREFORE,BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY
23 OF LITTLE ROCK,ARKANSAS:
24 Section 1. Ratification. All actions heretofore taken by the Heifer PFB are in all respects ratified and
25 approved. Specifically, the recommendations made in the resolution are hereby acknowledged and
26 approved by the City
27 Section 2. Assets. The City hereby accepts all right,title and interest to the remaining assets, if any,
28 of Heifer PFB.
29 Section 3. Dissolution. The City hereby abolishes and dissolves the Heifer PFB
30 Section 4. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
31 word of this ordinance is declared or adjudged to be invalid or unconstitutional, such declaration or
32 adjudication shall not affect the remaining portions of this ordinance, which shall remain in full force and
33 effect as if the portion so declared or adjudged invalid or unconstitutional was not originally a part of this
34 ordinance.

1 Section 5. Repealer.All ordinances or resolutions of the City in conflict herewith are hereby repealed
2 to the extent of such conflict.
3 Section 6. Emergency. There is hereby found and declared to be an immediate need for efficiency of
4 government operations by eliminating unnecessary statutorily required meetings and reporting by the
5 Heifer PFB after the date hereof It is therefore declared that an emergency exists and this ordinance shall
6 be in force and take effect and the Heifer PFB shall be abolished and dissolved immediately upon and after
7 its passage.
