CBC_10 04 2018The City Beautiful Commission held its regular meeting at 11:30 a.m. on Thursday,
October 04, 2018, at Curran Hall, 615 E. Capitol Avenue. Vice Chairman, Homeyer called the
meeting to order.

D.Tracy Spillman, Plans Development Administrator, Department
of Planning and Development, City of Little Rock.
APPROVAL OF THE MAY MEETING MINUTES:
Vice Chairman Homeyer entertained a motion to approve the September 2018 Minutes.
Motion: Commissioner Winchester made a motion that the September 06, 2018 Minutes be
approved.
Second: Commissioner Peek seconded the motion and it passed unanimously.
TREASURER’S REPORT:
Expense Report:
Commissioner Cushman stated that the interest on the account has increased a $1.39 since his last
report, and as of October 1 the total of the account was $406.13.
COMMITTEE REPORTS, UPDATES:
Community Projects
City Hall South Yard:
Commissioner Homeyer stated that there was no new report and that he is waiting to be reappointed
to the Commission before pursuing this project further.
Public Relations
Commissioner Henshaw requested that the Landscape Award photos be forwarded to her attention
so they could be posted to the CBC Facebook page.
Commissioner Homeyer also delivered an article from the Arkansas Democrat Gazette covering
the October 1, City Board meeting in which the CBC and Landscape Awards were
featured. Commissioner Henshaw confirmed that this article will be posted to the Facebook page.
KLRB:
Commissioner Henshaw stated that there has been no new business.
Adopt-A-Street:
Commissioner Loveless stated that a November pickup will need to be scheduled.
After a general discussion the commissioners agreed that the next pickup will be Saturday,
November 10, at 8:00 am.
Eye of the Beholder:
Commissioner Homeyer stated that he had delivered several yard signs in the past month to award
recipients.
Landscape Awards:
Commissioner Homeyer stated that the Landscape Awards were presented at the Monday Oct. 1,
Board of Directors Meeting. The commissioner briefly describe the proceedings and noted the
appreciation of the recipients and the respective ward directors.
T.R.E.E Fund:
Commissioner Homeyer stated that there was nothing new to report at this time but there would
be a discussion and possible vote concerning a property located on West Markham Street at next
month’s meeting.
City Beautiful Exhibit:
Commissioner Loveless stated that he had spoken with former CBC Commissioner, Chris
Hancock concerning the CBC articles housed at the Historic Arkansas Museum. Mr. Hancock
conveyed that he would provide contact information for the person at the museum responsible
for the care of these items. Commissioner Loveless stated that he will report on his findings at a
later date.
NEW BUSINESS:
Deputy City Attorney, Carpenter stated that she had contacted Parks and Recreation Deputy
Director, Mark Webre concerning the street trees on John Barrow Road that were discussed at the
September 2018, CBC meeting. Mr. Webre confirmed that the trees were purchased by the City
with the understanding that City Director, Doris Wright would be responsible for the maintenance.
As per the September 2018 CBC meeting a draft letter concerning the health and maintenance of
these plant materials is to be provided by CBC Chairman Sanders-Woods for review by
the commission before being delivered to Director Wright and/or the neighborhood association.
Due to the absence of Chairman Sanders-Woods the draft letter was not delivered.
ANNOUNCEMENTS:
Commissioner Homeyer stated that nominations will be made and officers elected at next
month’s meeting.
Additionally, Commissioner Homeyer stated that the CBC Retreat location and facilitator will
need to be discussed at next month’s meeting.
The next regularly scheduled meeting will be Thursday, November 01, 2018, at 11:30 a.m.
The next Adopt-A-Street pickup will be Saturday, November 10, at 8:00 a.m.

Commissioner Homeyer entertained a motion to adjourn.
Motion: Commissioner Peek made a motion to adjourn.
Second: Commissioner Loveless seconded the motion and it passed unanimously.
The meeting was adjourned at 12:04 p.m.
