3 A RESOLUTION TO APPOINT ONE (1) COMMISSIONER TO FILL A
4 VACANCY ON THE BOARD OF COMMISSIONERS OF THE PECAN
5 LAKE MUNICIPAL RECREATIONAL IMPROVEMENT DISTRICT NO.
6 4 OF THE CITY OF LITTLE ROCK, ARKANSAS; TO DECLARE AN
7 EMERGENCY; AND FOR OTHER PURPOSES.

9 WHEREAS, the Board of Commissioners of Pecan Lake Municipal Recreational Improvement
10 District No. 4 of Little Rock, Arkansas, has one (1) vacancy due to the resignation of Steven Bell; and,
11 WHEREAS, the current Commission recommends that the City appoint Mr. Henry Gilmore, a
12 resident of Pecan Lake Subdivision, to fill the vacancy on the Board of Commissioners.
13 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
14 OF LITTLE ROCK, ARKANSAS:
15 Section 1. The Board of Directors hereby appoints Mr. Henry Gilmore as Commissioner on the
16 Board of Commissioners of the Pecan Lake Municipal Recreational Improvement District No. 4 of the
17 City of Little Rock.
18 Section 2. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
19 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
20 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
21 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
22 resolution.
23 Section 3. Repealer. All laws, ordinances, resolutions, or parts of the same, that are inconsistent
24 with the provisions of this resolution, are hereby repealed to the extent of such inconsistency.
25 Section 4. Emergency Clause. The ability to have a fully functioning and manned board of
26 commissioners for a recreational improvement district is essential to the public health, safety, and
27 welfare, in order to assure that all statutory obligations of such a district are promptly met; and emergency
28 is, therefore, declared to exist and this ordinance shall be in full force and effect from and after the date of
29 its passage.
