14895 1 RESOLUTION NO. 14,895 2 3 A RESOLUTION EXPRESSING THE WILLINGNESS OF THE CITY OF 4 LITTLE ROCK, ARKANSAS, TO UTILIZE FEDERAL LAND ACCESS 5 PROGRAM GRANT FUNDS AND TO AUTHORIZE THE CITY 6 MANAGER TO EXECUTE ANY AND ALL NECESSARY AGREEMENTS 7 AND CONTRACTS FOR ITS ADMINISTRATION; AND FOR OTHER 8 PURPOSES. 9 10 WHEREAS,the City of Little Rock has been awarded a Federal Land Access Program (FLAP) Grant 11 from the United States Department of Transportation's Federal Highway Administration and administered 12 through the Arkansas Department of Transportation at 80% Federal participation and 20% local match to 13 develop and improve the Arkansas River Trail at the Union Pacific Railroad as a part of a long-term goal 14 of completing a trail connection from the Arkansas River Trail to the Central High School National Historic 15 site;and, 16 WHEREAS,The City of Little Rock understands that Federal-Aid Funds are available for this project 17 on a reimbursable basis, requiring work to be accomplished and proof of payment prior to actual monetary 18 reimbursement; and, 19 WHEREAS,the City was awarded a grant for bicycle and pedestrian improvements on and along the 20 Arkansas River Trail near LaHarpe Boulevard to create a ramp connection between the recently completed 21 bicycle and pedestrian bridge over the Union Pacific tracks just west of the Department of Arkansas 22 Heritage Building to the Medical Mile and to stabilize and repair the western terminus of the Medical Mile. 23 NOW,THEREFORE,BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY 24 OF LITTLE ROCK,ARKANSAS: 25 Section 1. The City of Little Rock will participate in accordance with its designated responsibility, 26 including maintenance of this project. 27 Section 2. The City Manager or his authorized designee,is hereby authorized and directed to execute 28 all appropriate agreements and contracts necessary to expedite the construction of the above stated project. 29 Section 3. The Board of Directors pledges its full support and hereby authorizes the City Manager to 30 sign all necessary agreements with the Arkansas Department of Transportation or the Federal Highway 31 Administration to initiate action to implement this project. 32 Section 4. Funding for the project design and the 20%grant match for construction is from the special 33 Street Fund Sales Tax Turn-Back. The estimated grant share is One Million,Six Hundred Thousand Dollars [Page 1 of 2] 1 ($1,600,000.00),and the estimated City share is Eight Hundred Twenty Thousand Dollars($820,000). 2' Section 4. Severability. In the event any title, subtitle, section, subsection, subdivision, paragraph, 3 subparagraph,item,sentence,clause,phrase,or work of this resolution is declared or adjudged to be invalid 4 or unconstitutional,such declaration or adjudication shall not affect the remaining portions of the resolution 5 which shall remain in full force and effect as if the portion so declared or adjudged invalid or 6 unconstitutional was not originally a part of this resolution. 7 Section 5. Repealer.
