19312I 2 ORDINANCE NO. 19,312 3 AN ORDINANCE TO AMEND LITTLE ROCK, ARK. ORDINANCE 4 NO. 19,249 (DECEMBER 14, 2004), TO ADJUST THE FISCAL YEAR 5 2005 BUDGET ORDINANCE TO NOTE EXPENDITURE 6 ADJUSTMENTS FOR ROLLOVER OF ENCUMBRANCES, STREET 7 COSTS, PENSION COSTS, PERSONNEL SAVINGS, GRANT 8 MATCH, AND OTHER ADJUSTMENTS; TO DECLARE AN 9 EMERGENCY; AND FOR OTHER PURPOSES. 10 11 WHEREAS, the City approved a comprehensive budget for the City of Little 12 Rock, Arkansas, in Little Rock, Ark., Ordinance No. 19,249 (December 14, 2004), and 13 WHEREAS, it is appropriate to adjust the ordinance to reflect operational 14 changes in the General Fund, and where necessary to authorize the increase in the fiscal 15 year 2005 line items for these and other matters, and 16 WHEREAS, the City Manager and the Director of Finance & Treasurer, in 17 compliance with City budget and financial reporting policies, have reviewed these 18 adjustments and recommend them to the Board of Directors for approval, 19 NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF DIRECTORS 20 OF THE CITY OF LITTLE ROCK, ARKANSAS: 21 Section 1. General Fund. Section 4 of Little Rock, Ark., Ordinance No. 19,249 22 (December 14, 2004) is hereby amended so the General Fund amount will increase by 23 one hundred seventy -one thousand nine hundred and eight dollars ($171,908), to reflect 24 additions in operating budgets for General fund departments, to the amount of one 25 hundred thirteen million five hundred sixty -six thousand three hundred and sixty -one 26 dollars ($113,566,361.00). Section 4 of Little Rock, Ark., Ordinance No. 19,249 2 (December 14, 2004) is hereby amended so the Street Fund amount will increase by 3 eighty -six thousand four hundred and forty -four dollars ($86,446), to reflect additions in 4 operating budgets for Street fund departments, to the amount of fourteen million six 5 hundred nine thousand three hundred and seventy -one dollars ($14,609,371.00). 6 Section 3. Fleet Fund. Section 4 of Little Rock, Ark., Ordinance No. 19,249 7 (December 14, 2004) is hereby amended so the Fleet Fund amount will increase by 8 thirty -nine thousand eight hundred and sixty -one dollars ($39,861), to reflect additions 9 in operating budgets for Fleet fund departments, to the amount of seven million one 10 hundred seventy -six thousand and sixty -four dollars ($7,176,064.00). 11 Section 4. Zoo Fund. Section 4 of Little Rock, Ark., Ordinance No. 19,249 12 (December 14, 2004) is hereby amended so the Zoo Fund amount will increase by forty - 13 three thousand two hundred and thirty -three dollars ($43,233), to reflect additions in 14 operating budgets for Zoo fund departments, to the amount of three million nine 15 hundred eighty -four thousand four hundred and fifty -one dollars ($3,984,451.00). 16 Section 5. Solid Waste Fund. Section 4 of Little Rock, Ark., Ordinance No. 17 19,249 (December 14, 2004) is hereby amended so the Solid Waste Fund amount will 18 increase by one hundred and thirty -five dollars ($135), to reflect additions in operating 19 budgets for Solid Waste fund departments, to the amount of fourteen million eight 20 hundred twenty -one thousand four hundred and fifteen dollars ($14,821,415.00). 21 Section 6. Records. The Director of Finance & Treasurer is directed to 22 maintain appropriate records which provide greater detail for the adjustments set forth 23 in this ordinance as reflected in the materials provided to the Board of Directors for the 24 April 19, 2005, meeting. 25 Section 7. Severability. In the event any title, section, paragraph, item, 26 sentence, clause, phrase, or word of this ordinance is declared or adjudged to be invalid 27 or unconstitutional, such declaration or adjudication shall not affect the remaining [PAGE 2 OF 3] 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 portions of the ordinance which shall remain in full force and effect as if the portion so declared or adjudged invalid or unconstitutional was not originally a part of the ordinance. Section 8. Repealer. All ordinances, resolutions, bylaws, and other matters inconsistent with this ordinance are hereby repealed to the extent of such inconsistency. Section 9. Emergency. The City's ability to properly maintain its budgets and to account for its funds is essential to maintain the public health, safety and welfare, an emergency is, therefore, declared to exist and this ordinance shall be in full force and effect from and after the date of its passage.
