3 A RESOLUTION TO AUTHORIZE THE CITY MANAGER TO EXTEND
4 THE AGREEMENT WITH UNITED HEALTHCARE, IN AN AMOUNT
5 NOT TO EXCEED THIRTEEN MILLION, THREE HUNDRED
6 THOUSAND DOLLARS ($13,300,000.00), TO PROVIDE HEALTH CARE
7 INSURANCE FOR CITY EMPLOYEES FOR A PERIOD BEGINNING
8 JANUARY 1, 2019, TO DECEMBER 31, 2019, AND FOR OTHER
9 PURPOSES.

11 WHEREAS,the City provides Health Care insurance for City Employees; and,
12 WHEREAS,United Healthcare,a Health Care provider has presented a quote for coverage for the City
13 Employees in an amount not to exceed Thirteen Million, Three Hundred Thousand Dollars
14 ($13,000,000.00)for the Basic Plan; and,
15 WHEREAS,the proposed coverage allows for an increase of 100 new employees in 2019; and,
16 WHEREAS, after review of utilization by the covered group, projected health care inflation and
17 requirements under Federal Health Care Reform,the City's contracted benefits consultants concur that the
18 quote is reasonable.
19 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
20 OF LITTLE ROCK,ARKANSAS:
21 Section 1. The City Manager is authorized to into a third renewal contract with United Healthcare, in
22 an amount not to exceed Thirteen Million,Three Hundred Thousand Dollars($13,000,000.00)for the Basic
23 Plan,to provide Health Care Insurance benefits to City Employees effective January 1,2019,to December
24 31,2019.
25 Section 2. The cost for providing this coverage has been included in the appropriate budget line item
26 which is Account No. 53100.
27 Section 3. Pursuant to approval by the City, this contract may be extended four(4) additional times
28 for four(4)additional years in accordance with the renewal clause in the original agreement.
29 Section 4. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
30 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
31 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
32 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
33 resolution.

1 Section 5. Repealer.All laws, ordinances,resolutions, or parts of the same,that are inconsistent with
2 the provisions of this resolution,are hereby repealed to the extent of such inconsistency.
