3 ANIIO.RDINANCE TO ABANDON A PORTION OF THE THIRTY (30)-
4 FOOT WIDE LAYMAN LANE RIGHT-OF-WAY LOCATED IN SECTION
5 1, AND SECTION 12, T-1-N, R-14-W, CITY OF LITTLE ROCK,
6 ARKANSAS, LYING SOUTH OF BLOCK 2, IRIS ADDITION, LESS AND
7 EXCEPT THE NORTH 110 FEET THEREOF, CONTAINING
8 APPROXIMATELY 3,190 LINEAR-FEET OF A THIRTY (30)-FOOT
9 WIDE LAYMAN LANE ROAD RIGHT OF WAY; (G-23-470); AND FOR
10 OTHER PURPOSES.

12 WHEREAS,the City of Little Rock, Arkansas (the"City")maintains a thirty(30)-foot wide Layman
13 Lane road right-of-way located in Section 1 and Section 12,T-1-N, R-14-W,Little Rock,Pulaski County,
14 Arkansas;and,
15 WHEREAS,the Layman Lane,LLC,Partnership is developing a single-family subdivision along the
16 western boundary of the road right-of-way; and,
17 WHEREAS,the Layman Lane, LLC, Partnership and the adjacent property owners along the eastern
18 boundary of Layman Lane have requested the City abandon a portion of the thirty(30)-foot wide right-of-
19 way located in in Section 1 and Section 12,T-1-N,R-14-W,Little Rock,Pulaski County,Arkansas; and,
20 WHEREAS,the Board of Directors of the City of Little Rock,Arkansas,has not been presented with
21 any evidence to suggest that this abandonment would create any undue hardship; and,
22 WHEREAS, all utilities have voiced no objection to the abandonment provided the right-of-way be
23 maintained as a utility easement.
24 NOW THEREFORE BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY
25 OF LITTLE ROCK,ARKANSAS;
26 Section 1. The City hereby abandons a 3,190 linear-foot portion of Layman Lane that is located
27 approximately 750 feet south of Pride Valley Road, Arkansas, and more completely described as follows:
28 G-23-470: All that portion of Layman Lane in Section 1, and Section 12, T-1-N,R-
29 14-W, Pulaski County Arkansas, lying south of Block 2, Iris Addition. LESS AND
30 EXCEPT the North 110 feet thereof, containing approximately 3,190 linear-feet of
31 the thirty(30)-foot wide Layman Lane road right-of-way.
32 Section 2. After a public hearing the City has found no reason to maintain this right-of-way nor any
33 evidence that the abandonment of the right-of-way would create any undue hardships.

1 Section 3. Severability. In the event any title, subtitle, section, subsection, subdivision, paragraph,
2 subparagraphs,item,sentence,clause,phrase or word of this ordinance is declared or adjudged to be invalid
3 or unconstitutional,such declaration or adjudication shall not affect the remaining portions of the ordinance
4 which shall remain in full force and effect as if the portion so declared or adjudged invalid or
5 unconstitutional was not originally a part of this ordinance.
6 Section 4. Repealer. All ordinances, resolutions, or parts of the same that are inconsistent with the
7 provision of this ordinance are hereby repealed to the extent of such inconsistency.
