CBC_08 02 2018The City Beautiful Commission held its regular meeting at 11:30 a.m. on Thursday, August 02, 2018, at Curran Hall, 615 E. Capitol Avenue. Vice Chairman Homeyer, called the meeting to order. MEMBERS PRESENT: Steve Homeyer Melissa Henshaw Bobby Cushman Michael Mason Wally Loveless Ed Peek Michael Harvey Bob Winchester MEMBERS ABSENT: BJ Sanders-Woods Justin Blagg One Open Position ALSO PRESENT: Beth Carpenter, City Attorney’s Office D.Tracy Spillman, Plans Development Administrator, Department of Planning and Development, City of Little Rock. APPROVAL OF THE MAY MEETING MINUTES: Vice Chairman Homeyer entertained a motion to approve the July 2018 Minutes. Motion: Commissioner Harvey made a motion that the July 12, 2018 Minutes be approved. Second: Commissioner Cushman seconded the motion and it passed unanimously. TREASURER’S REPORT: Expense Report: Commissioner Cushman stated that the July 1 balance was $404.74, that the interest in the account had increased $0.49, and as of July 31 the total of the account was $405.23. COMMITTEE REPORTS, UPDATES: Community Projects City Hall South Yard: Commissioner Homeyer stated that there was nothing new to report. Public Relations In Commissioner Blagg’s absence there was no knew report. However, the commissioner provided the following information was by email prior to the meeting. “I have gained access to Facebook, sent numerous invites and have seen visits and shares increase as a result. I’ve started work on the tri-fold as well and hope to have something for you all to review in the next few weeks.” KLRB: Commissioner Henshaw stated that there is nothing new to report and that the August KLRB meeting has been canceled. Commissioner Henshaw also stated that a new report will be made after the committee reconvenes in September. Adopt-A-Street: Commissioner Loveless stated that a new Bowman Road pick-up date needs to be scheduled. The commissioners discussed upcoming dates and decided on Saturday, August 11. Eye of the Beholder: The Commissioner Loveless stated the nomination cards have been printed and delivered to the other commissioners. The committee generally discussed the award certificates signed by the mayor and where these may be found. It was decided that if these cannot be located new certificates will need to be produced. Landscape Awards: Commissioner Homeyer reminded the other commissioners that the Landscape Awards will close at the end of August. The commissioners then discussed the Award Presentation and the September 06 meeting being moved to the City Hall Board Room to accommodate the PowerPoint presentation. Commissioner Homeyer requested that Staff send out a list of the nominated projects prior to next month’s meeting so the commissioners might review the sites. Staff Member, Spillman indicated that he would comply with this request. T.R.E.E Fund: Commissioner Homeyer stated that he and Commissioner Loveless have maintained watering and general maintenance of the recently planted Bowman Road trees. It was also reported that these are healthy and thriving. Commissioner Homeyer also reported that the trees planned for the west side of the road have not been installed due to the impeding construction. Commissioner Homeyer also stated that he had spoken with Mr. Mike Hood at Little Rock’s Public Works Department concerning the construction schedule and when the remainder of the Bowman Road trees may be able to be installed. Mr. Hood indicated that the widening will not begin until early in 2019. The commissioners generally discussed the CARTI violation and the possible donation that could be made to the T.R.E.E Fund. Staff Member, Spillman indicated that a deferment from the Board of Directors hearing had been requested by CARTI and that there have been ongoing discussions with Staff concerning this issue. The commissioners then discussed possible locations where T.R.E.E. Fund plants could be used and Commissioner Mason suggested that Henderson Middle School be utilized. Attorney Carpenter reminded the commissioners that any trees planted using this fund would be required to be placed on public property. The street trees in close proximity to the West Central Community Center were discussed. It was indicated that these were dead or in stress possibly due to the lack of water. Attorney Carpenter stated that she would inquire of Parks and Recreation Director, John Eckart if these plant materials are being monitored. City Beautiful Exhibit: Commissioner Cushman delivered the City Beautiful Banners that were presented at the July CBC to Commissioner Loveless. The banners (possible panels for the side of a parade car) were found after the recent sale of a residential property in which Commissioner Cushman was involved. The banners commemorated the 1954 City Beautiful Commission, Beauty Pageant and that year’s winner. Commissioner Loveless stated that he will contact the Director of the Department of Arkansas Heritage, Ms. Stacy Hurst and have these banners placed with the other City Beautiful artifacts being stored at the museum. NEW BUSINESS: There was no new business. ANNOUNCEMENTS: •The next regularly scheduled meeting will be Thursday, September 06, 2018, at 11:30 am. This meeting will moved Little Rock City Hall, 500 West Markham Street, Board of Directors Chambers, 2nd Floor. •Adopt-A-Street Pickup was tentatively set for Saturday, Aug 11, 2018 at 8:00 am. ADJOURNMENT: Vice Chairman Homeyer entertained a motion to adjourn. Motion: Commissioner Loveless made a motion to adjourn. Second: Commissioner Mason seconded the motion and it passed unanimously. The meeting was adjourned at 12:04 pm.
