14855I RESOLUTION NO. 14,855 2 3 A RESOLUTION AUTHORIZING THE CITY OF LITTLE ROCK, 4 ARKANSAS, TO PARTICIPATE IN THE NATIONAL LEAGUE OF 5 CITIES SERVICE LINE WARRANTY PROGRAM; AND FOR OTHER 6 PURPOSES. 7 8 WHEREAS, the residents of the City of Little Rock, Arkansas, are responsible for the maintenance 9 and repair of external water lines and in-house plumbing lines that are on their property and not within the 10 City's right-of-way; and, 11 WHEREAS, when these systems fail, unexpected and expensive repair bills are incurred; and, 12 WHEREAS, the Service Line Warranty Program sponsored by the National League of Cities (NLC) 13 has partnered with more than 500 municipalities to provide affordable and voluntary coverage to citizens 14 for external water service line repairs and replacements; and, 15 WHEREAS, the Arkansas municipalities of North Little Rock, Conway, Bryant, Fort Smith, 16 Texarkana, Helena, Hermitage and Eureka Springs currently participate in the Program; and, 17 WHEREAS, there is no cost to the City to participate; however, by participating, the City will receive 18 a participation fee based on the number of homes covered and these revenues shall be dedicated to the 19 City's housing programs for citizens financially unable to adequately repair their homes and citizens 20 referred by the City's Environmental Court. 21 NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY 22 OF LITTLE ROCK, ARKANSAS: 23 Section 1. The City of Little Rock is authorized to participate in the NLC Service Line Warranty 24 Program. 25 Section 2. Any money the City receives for participating in the program will be dedicated to citizens 26 participating in the City's Housing Assistance Programs or to those who are referred for assistance by the 27 City's Environmental Court. 28 Section 3. Severability. In the event any section, subsection, subdivision, paragraph, subparagraph, 29 item, sentence, clause, phrase, or word of this resolution is declared or adjudged to be invalid or 30 unconstitutional, such declaration or adjudication shall not affect the remaining provisions of this 31 resolution, as if such invalid or unconstitutional provision were not originally a part of this resolution. 32 Section 4. Repealer. All ordinances, resolutions, bylaws, and other matters inconsistent with this 33 resolution are hereby repealed to the extent of such inconsistency.
