LITTLE ROCK HISTORIC DISTRICT COMMISSION

The meeting of the Little Rock Historic District Commission (LRHDC) was called to order.
There was a quorum, but no minutes were distributed for review and approval.
The sole Certificate of Appropriateness (COA) was:
Applicant: Mark and Jamie Blakely
Address: 1406 Rock
Request: Demolition of structure, perimeter privacy fence construction
and rehabilitation of outbuilding
(NOTE: Prior to the meeting, there was an on-site property inspection;
members of the LRHDC, QQA and the state preservation office attended.)
Gordon presented an overview of the site inspection and the condition of the structure. There was
discussion by the owners about the structure's condition. Adjacent property owners, Chris Pratt
and Angela Murray, were present to voice their support for the structure's demolition. It was
asked whether the owners were proposing, or whether it was required, to demolish the property
within a certain time period. As the owners were cited by the Environmental Court, they have a
specified time in which to bring the property into compliance. For an approved COA, the
conditions apply, or are relevant, for one year.
Discussion focused on the outbuilding, which is slated for repairs, and the construction of a
perimeter privacy fence. The fence will extend along the rear of the property (from an existing
one at 1010) to their property's edge on the north, along the north and to the front; the fence will
meet the required setbacks for front and side yards. The discussion focused on the fence
construction, outbuilding rehab details and continued maintenance of the property ( complaints
from neighbors). There was a vocal dissent to the requested demolition by the Quapaw Quarter
Association (QQA). The salvage of architectural details from the structure can be attempted by

the QQA. Greer stated that the outbuilding rehabilitation must be deleted from the application
and addressed by another application with more detailed information. Staff recommendation was
to defer the demolition request for six months. There was a motion by Weems to delete the
outbuilding's rehabilitation from the application; there was a second and an unanimous
vote.
Gordon made a motion to approve the structure's demolition on condition that:
♦the owners make a good faith effort to sell the structure
♦if the structure is not sold within three months, it must be demolished
♦architectural details must be salvaged
♦the privacy fence must meet guidelines and setback regulations with staff
approval.
After a second, the vote was unanimous to approve the request as stated.
Staff mentioned the upcoming QQA tour and gave an overview of the tour and sites. Also, staff
gave an update of the design review guidelines; by the end of the month, there will be word from
the state office whether the grant request was funded. Regarding 1000 Rock, Greer stated that he
was asked to appear before the city Board of Directors at their agenda meeting, May 8th, to give
an update on the status of 1000 Rock and the design guidelines.
As there was no other business, the LRHDC meeting adjourned at 5:45.
