19458ORDINANCE NO. 19,458 AN ORDINANCE TO AMEND ORDINANCE NO. 18,617 THAT ESTABLISHES PERMIT FEE SCHEDULES FOR BUILDING, ELECTRICAL, PLUMBING, MECHANICAL AND RELATED WORK PERFORMED IN THE CITY OF LITTLE ROCK; WHICH REPEALS ALL TECHNICAL CODE ORDINANCE AND CODE OF ORDINANCE PROVISONS IN CONFLICT THEREWITH, DECLARING AN EMERGENCY; AND FOR OTHER PURPOSES. BE IT ORDAINED BY THE BOARD OF DIRECTORS OF THE CITY OF LITTLE ROCK, ARKANSAS. SECTION]. The following are hereby established as permit fee schedules for building, electrical, plumbing, mechanical and other related work in the City of Little Rock, Arkansas. FEE SCHEDULE I. Building Permit Fees A. Permit Fees: Total Valuation Fee $ 500.00 and less No fee, unless inspection required, in which case a $20.00 fee for each inspection shall be charged. $ 501.00 to $50,000.00 $ 50,001.00 to $100,000.00 $100,001.00 to $500,000.00 $30.00 for the first $500.00 up to $2,000 plus $3.50 for each additional thousand or fraction thereof, to and including $50,000.00. $198.00 for the first $50,000.00 plus $2.40 for each additional thousand or fraction thereof, to and including $100,000.00. $318.00 for the first $100,000.00 plus $2.10 for each additional thousand or fraction thereof, to and including $500,000.00. $500,001.00 and up $1,158.00 for the first $500,000.00 plus $1.60 for each additional thousand or fraction thereof. Note: Proper documentation, i.e. copy of contract or letter of affidavit from applicant, must be presented when obtaining permits. If documentation is not present or cannot be obtained, the latest Building Valuation Data Chart as published by the International Code Council will be used in determining permit fees. B. Minimum fee for any permit shall be: $30.00 C. Commercial Plan Checking Fee: When the valuation of the proposed construction exceeds $500.00 and a plan is required to be submitted by Section 106 of the 2002 Arkansas Fire Prevention Code, Volume II, a plan checking fee shall be paid to the Building Codes Division at the time of submitting plans and specifications for checking. Said plan checking fee shall be equal to one -half of the building permit fee as set forth in 108.2 of the 2002 Arkansas Fire Prevention Code, Volume II. Minimum fees shall be $50.00 for new construction (added square feet) repair, remodels and miscellaneous permits requiring plan review. Such plan checking fee is in addition to the building permit fee and is non - refundable. D. Data Processing Fee: The following are hereby established as the data processing fee schedule for building, electrical, plumbing, mechanical and other related work in the City of Little Rock, Arkansas. Collected fees shall be set in a separate account and shall be used for the purpose of purchasing and maintaining data processing equipment, software and to provide general training for Building Codes Staff employees. All purchases, training and travel shall be made within the guidelines as set by city policy and purchasing procedures and shall not be made without prior written approval from the Director of Planning and Development. Permit Valuation Fee $ 501.00 to $50,000.00 $ 3.00 $ 50,001.00 to $100,000.00 $ 4.00 $100,001.00 to $500,000.00 $ 6.00 $500,000.00 and up $ 8.00 *Fees are in addition to permit charge and are non - refundable. 2 E F. House Moving/Manufactured Housing (must be pre 1976 HUD certified) /Modular Buildings Fees: Moving structure off lot - $100.00 Moving structure on same lot - $ 50.00 Pre -moval inspection fee inside City - $ 30.00 (required) Pre -moval inspection fee outside City, but in $ 50.00 Pulaski Co. or adjacent county — (required) Pre -moval inspection fee outside of adjacent $100.00 (plus 35 counties, but in the State of Arkansas or out cents per mile of State — (required) round trip plus expenses) Demolition of Structure: $ .08 /sq.ft. of floor area Minimum fee $ .08 /sq.ft. /$30.00 * Demolition permit shall expire one year from issuance date. G. Blasting Fee: a I J In In addition to insurance and bond as required in Ordinance #11361, a permit fee of $60.00 per day shall be paid. Parking Lot Fees: A minimum routing fee of $50.00 shall be charged and permit fees shall be assessed as set forth in the cost schedules in paragraph I.A. Construction Shack or Field Office: Fee of $ 30.00 with site plan. Fee waived if included with permit application. Tent permit: Fee of $ 30.00 upon proper completion of Fire Department Approval Form. Swimming Pools: For the first 20,000 gallon capacity or fractional part, fee shall be one hundred dollars ($100.00). For each additional 1,000 gallon capacity or fractional part thereof fee shall be fifteen dollars ($15.00). 3 L M. N. C N Fuel Tanks and Pumps: Each (New or Replacement) $50.00 Miscellaneous Permit Fees: Satellite dishes, towers and cell sites, fire alarm systems, fences, retaining walls and any other miscellaneous permit, unless previously outlined, shall be set forth in the unit cost schedules paragraph I.A. Investigative Fee: In those instances wherein the information submitted to obtain a permit is in adequate or incomplete, or work has begun without a permit, or an inspection is required to determine the "on- site" conditions prior to issuance or denial of a permit, the Building Codes Division may charge the owner an investigative fee of $30.00. The payment of the investigative fee shall not exempt any person from compliance with the provisions of the code, or from any penalty prescribed by law. Re- inspection Fee: A re- inspection fee of $40.00 will be charged when an additional trip is made by an inspector due to rejections, lockouts, insufficient information as to location of building or structure, work not ready for inspection, or any other cause due to neglect or failure on the part of the applicant. Penalties (working without a Permit): Where work for which a permit is required by the 2002 Arkansas Fire Prevention Codes, Volume II & III is started or proceeded prior to obtaining said permit, the fee herein specified shall be tripled, but the payment of such triple fee shall not relieve any persons from fully complying with the requirements of the 2002 Arkansas Fire Prevention Codes, Volume II & III in the execution of the work nor from any other penalties prescribed herein. Copy Fees: L Duplicate Permit Cards (lost, stolen, misplaced, etc.) - $5.00 per card 2. Permit Background Computer Readouts - $1.00 per copy 3. Copier Fees - $ .02 per copy 4. Duplicate Copy of Certificate of Occupancy - $10.00 per copy 4 R. Construction Board of Appeals and Adjustments Applications (building, electrical, plumbing and mechanical) A fee of $100.00 shall be included with each Construction Board Appeals application. S. Expiration of Permits: 1. All permits issued by the Building Codes Division with a valuation of $50,000 dollars or less and demolition permits shall expire one year from the date of issuance. Extensions of up to ninety (90) days after the expiration date may be granted for each permit. The request for extension must be in writing to the Building Codes Division and must show just cause. A fee of $30.00 shall be accessed for each ninety (90) day extension. 2. All permits issued by the Building Codes Division with a valuation of $50,001 to $500,000 dollars or more shall expire two years from the date of issuance. Extensions of up to ninety (90) days after the expiration date may be granted for each permit. The request for extension must be in writing to the Building Codes Division and must show just cause. A fee of $50.00 shall be accessed for each ninety (90) day extension. 3. All permits issued by the Building Codes Division with a valuation of $500,001 dollars and up shall expire three years from the date of issuance. Extensions of up to ninety (90) days after the expiration date may be granted for each permit. The request for extension must be in writing to the Building Codes Division and must show just cause. A fee of $70.00 shall be accessed for each ninety (90) day extension. 4. All permits shall become invalid if work authorized is not commenced within six (6) months of permit issue date, or if the work authorized is suspended or abandoned for a period of six (6) months after work is commenced. Before work can be resumed, a new permit must be obtained. The permit fee shall be one -half the amount required for a new permit, provided no changes have been made in the original plans and specifications for such work, and provided that suspensions or abandonment have not exceeded six (6) months. 5. A permittee holding an unexpired permit may apply for a one -time extension, provided he can show good and satisfactory reason, and beyond his control the work cannot be commenced within the six (6) month period from the issue date. In order to renew work on a permit after it has expired, the permittee shall pay a fee in accordance with C(1).(2). Permittee shall pay a new, full permit fee in cases of change in contractor. T. Temporary Certificate of Occupancy Fee and Bond: E I . Temporary Certificate of Occupancy Commercial $ 100.00 Residential $ 50.00 2. Temporary Certificate of Occupancy Bond Prior to the issuance of a temporary certificate of occupancy the applicant shall issue a cashiers check payable to the City of Little Rock. The fee assessment shall be one fourth (1/4) of the total building permit fee but in no case shall be less that $250.00. Temporary certificate of occupancies shall be good for ninety (90) days. Failure to secure a permanent certificate of occupancy within this time period will result in forfeiture of the cashiers check to the City. Upon issuance of the permanent certificate of occupancy the cashier's check will be returned to the applicant. II. Electrical Permit Fees A. New Construction: 1. One and two family dwelling - $ .08 /sq.ft. under roof 2. All Other Occupancies: As set forth in the unit cost schedules in paragraph II.C. B. Repair /Alteration/Addition to existing Construction: 1. Smoke Detectors, (1 -4) $ 10.00 Each smoke detector over 4 $ 4.00 For inspection purposes smoke detectors may be grouped in a ratio of five detectors to one inspection provided that all detectors are ready for inspection at the same time and are located in the same structure. 8. Miscellaneous: Special circuits such as window air conditioners, baseboard heaters, rectifiers, motion picture mach., X -Ray machines, special equip., outdoor lighting or any circuits not already covered. $ 15.00 13. Dishwashers /Trash Compactors $ 5.00 14. Disposals /Ceiling Fans, Vent Hoods, Bath Fans, Exhaust Fans $ 5.00 15. Temporary Power Requirements: Before any power is supplied to the permanent distribution system of a building under construction, written notice must be submitted to this office noting the length of time the temporary power will be needed before the final electrical inspection is made, the understanding that the structure will not be occupied until after the final inspection, and that the party submitting the request will assume liability of any damage incurred as a result of disconnection of power from the building as a result of a violation of this ordinance. The time limit on temporary power being furnished to the building will be determined on the basis of need, not 8 III to exceed thirty (30) days. An extension of time may be granted only by special permission. E. Examinations: 1. Homeowner (Electrical) $ 35.00 2. Specialist Sign Electrician: $35.00 Renewal Fees: Specialist Sign Electrician: $35.00 F. Expiration of Permits as per conditions of I.V.: G. Minimum Permit shall be: $ 30.00 H. Work with No Permit: In case it shall be discovered that any electrical work has been installed or put into use for which no permit has been issued, the violator shall pay a fee equal to three (3) times the permit fee which shall have been paid for work done in violation thereof and no additional permits shall be granted until all fees have been paid. Plumbing Permit Fees A. New Construction: 1. One and Two Family Dwellings: $ .08 /sq.ft. under roof 2. All other occupancies: As set forth in the unit cost schedules in paragraph III, B. B. Repair /Alterations /Addition to Existing Construction: 1. Unit Costs — Each plumbing fixture outlet $ 5.00 or appliance — Shall include each water closet, urinal, bidet, sink, lavatory, basin, laundry sink, wash tray, beer or soda fountain, bath tub, hot tub, shower, sauna, drinking fountain, wet bar, washing machine, hose cabinet or hose rack, fire pump, sewer ejector, cooling tower, sill cock, dental unit, hub drain, floor, area or roof drain, sand trap, grease trap, sump pump or any other plumbing element commonly known as plumbing fixture. Work located out of City limits shall be charged a surcharge of 50% of total permit charge. Minimum fee for any permit shall be: $ 30.00 Work with No Permit: B IV The penalty for failure to obtain a permit for work as called for in City Code shall be as described in the penalty section of this Code, and in addition to any such fine or imprisonment as may be imposed pursuant to said penalty section, the violator shall pay a fee equal to three times the permit fee which shall have been paid for work done in violation hereof. Heating /Air Mechanical Permit Fees: 0 C. C New Construction One and two family dwelling - $ .08 /sq.ft. 2. All other occupancies: As set forth in the cost schedules in Paragraph B. Commercial and residential replacements, repairs, alterations and additions. 1. Total Valuation Proposed Mechanical Fee Schedule $ 500 and less No fee, unless inspection required, in which case a $20.00 fee for each inspection shall be charged. $ 501.00 to $500,000 $30.00 for the first $500.00 up to $1,000 plus $5.00 for each additional thousand or fraction thereof to and including $500,000.00 $500,001 to $1,000,000 $2,495.00 for the first $500,000 plus $4.00 for each additional thousand or fraction thereof, to and including $1,000,000. $1,000,001 and up $4,495.00 for the first $1,000,000 plus $3.00 for each additional thousand or fraction thereof. * Boiler permits only issued with proof of special boiler license. 2. SECTION 2. Fees on work requiring a building permit as set forth in 2004 Arkansas Fire Prevention Codes, Volume I, II, & III shall be paid as required at the time of filing an application. SECTION 3. Repealer. The provisions of all technical codes, ordinances and codes of ordinances in conflict with the provisions of this ordinance are hereby repealed. SECTION 4. Emergency. The ability to properly inspect and permit construction related work in the City, and to assure proper funding for these inspections, is essential to the public, health, safety and welfare. To assure consistent collection in this regard, an emergency is declared to exist and this Ordinance shall be in full force and effect from and after January 1, 2006.
