The meeting of the Little Rock Historic District Commission (LRHDC) was called to order and
roll call was taken; there was a quorum but no minutes were presented. The sole COA
application was:

Request: Replace tiled roof with fiberglass shingle
Deferred COA Request
As requested, Miller presented the cost estimate for replacing the tiled roof with similar material;
using some existing tile and replacing the wooden decking for $25,712. The cost estimate for
fiberglass shingles is $7,440. Discussion focused on the structure's sale price, appraisal, repair
costs, the roofs condition (is it in the dry), etc. A summary was presented of the single-family
structure, its recent chronology, the COA request and staff recommendation. Discussion focused
on the existing tile and the requested shingle (type, style, etc). Greer stated that it is one of the
few tiled roofs in the area, and he would like to see it on the market longer, even needing a new
roof. While composition shingles are acceptable, there is the preferred architectural grade with
its style, depth, weight and appearance, which is certainly more preferable than the three-tabbed
shingle. Marratt, who arrived at this time, stated that the structure's condition, location and size
(ca. 1,400 square feet) do not dictate the use of tile and trying to match existing with new tile is
difficult. It is ambitious to try to sell the structure when it needs a new roof.
It was stated the structure needs to be saved, as it is not economically feasible to put a new tiled
roof on the structure. On this half of the block, the subject property is one of two ( out of six) in
good condition, and no repair work is being done. There are several properties in the immediate
area for sale: apartments due west; apartments on the southeast comer of 14th and Cumberland;
and a vacant house on the north side of 14th. There was a motion to allow HUD to use a 20-
year Tamko architectural shingle with the condition that the color, not white, be
determined by staff. It was approved by a vote of 3-1 (three for and one opposed). Due to
HUD changes from one area office to another, the color needs to be locked in as soon as
possible. With no other business, the LRHDC adjourned at 5 :40 p.m.
