3 A RESOLUTION APPOINTING A NEW COMMISSIONER TO THE
4 BOARD OF IMPROVEMENT FOR THE TWIN LAKES RECREATION
5 IMPROVEMENT DISTRICT NO. 1 OF THE CITY OF LITTLE ROCK,
6 ARKANSAS; AND FOR OTHER H R PURPOSES.

8 WHEREAS,the Board of Directors of the City of Little Rock, Arkansas established the Twin Lakes
9 Recreation Improvement District No. 1 of the City of Little Rock, Arkansas (the "District") by adopting
10 Ordinance No. 13,086,(September 2, 1975)as amended pursuant to Ordinance No. 17,025,(November 21,
11 1995)(as amended,the"Formation Ordinance"); and,
12 WHEREAS,Ms.Vivialon Nelson,a member of the Board of Improvement,appointed by the City to
13 pursuant to resolution adopted by the City on August 19, 2015, has resigned from the Board of
14 Improvement; and,
15 WHEREAS, the remaining Commissioners of the District have requested the City to appoint a new
16 Commissioner to the Board of Improvement for the District.
17 NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE CITY
18 OF LITTLE ROCK,ARKANSAS:
19 Section 1. That Virgil Lee Coleman, a duly qualified elector of the City and a property owner within
20 the District, is hereby appointed Commissioner of the District and shall be a member of the Board of
21 Improvement of the District from and after the date of this resolution.
22 Section 2. That such Commissioner shall qualify by taking the Oath of Office prescribed by Arkansas
23 State Law,attached as Exhibit A,and shall enter upon and conduct his duties all as prescribed by applicable
24 law.
25 Section 3.That this resolution shall become effective from and after the date of its adoption.
26 Section 4. Severability. In the event any title, section, paragraph, item, sentence, clause, phrase, or
27 word of this resolution is declared or adjudged to be invalid or unconstitutional, such declaration or
28 adjudication shall not affect the remaining portions of the resolution which shall remain in full force and
29 effect as if the portion so declared or adjudged invalid or unconstitutional were not originally a part of the
30 resolution.
31 Section 5. Repealer. All laws, ordinances,resolutions,or parts of the same,that are inconsistent with
32 the provisions of this resolution,are hereby repealed to the extent of such inconsistency.

5 I, Virgil Lee Coleman, do solemnly swear that I will support the Constitution of the United States
6 of America and the Constitution of the State of Arkansas, that I will faithfully perform and discharge the
7 duties of the office of member of the Board of Commissioners of the Twin Lakes Recreation Improvement
8 District No. 1 of Little Rock, Arkansas, on which I am about to enter, and that I will not be interested,
9 directly or indirectly, in any contract made by the Board; except upon the approval of all owners of real
10 property located in the District.
